On August 12, information from the People's Committee of Lang Son province said that the province has requested units to deploy compensation, support and resettlement for phase 2 of the Dong Dang - Tra Linh expressway project in the form of public-private partnership (PPP).
The area arising from the project scale adjustment is about 15.42 ha. The Provincial People's Committee agreed not to establish more sub-projects for site clearance but to update this volume into two sub-projects that have been approved according to each area.
According to the provincial government, the above plan helps inherit the dossiers, legal basis and apparatus of existing sub-projects, avoiding the emergence of additional focal points and procedures, as well as limiting overlap in the implementation process.
The Provincial Construction Investment Project Management Board and the Provincial Land Fund Development Center are assigned to coordinate with the Cao Bang Provincial Construction Investment Project Management Board, project enterprises and relevant commune authorities to receive dossiers, documents, piles and land clearance markers.
Units must review and accurately determine the scope and volume of arising; urgently implement compensation, support, resettlement and hand over land, ensuring the progress of the expressway.
The Provincial People's Committee also requested to summarize all costs incurred in each sub-project, including compensation, support, resettlement, investment in component projects and related expenses.
Total investment, capital sources, implementation time and arising costs must be reviewed and fully updated.
In case project adjustments are required, the investor is responsible for completing the dossier and submitting it to competent authorities for consideration. The review report must be completed before August 31.
