The Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project is achieving many positive results in construction when phase 1 construction output reached over 74%.
On July 6, information from the People's Committee of Cao Bang province, the site clearance for the Km0 - Km93+350 section of the project was basically completed, reaching 99.87% according to the technical design dossier.
For the section Km93+350 - Km121+060 (phase 2), localities have handed over 18.1/27.71km of site to investors for construction deployment.
The total amount of compensation and support for site clearance paid reached 255.842/342.617 billion VND, equivalent to 74.67%.
Regarding construction progress, the construction output of the Km0 - Km93+350 section reached 62.7%, of which the items belonging to phase 1 alone reached 74.42%.


To date, the entire route has completed 60.48km of asphalt concrete pavement and 32.47km of pavement on gravel-grade foundation.
For the item of expanding the roadbed to a scale of 22m, the actual volume only reached 16.63% of the contract value.
According to records, at the section Km93+350 - Km121+060 (phase 2), contractors are mainly focusing on constructing service roads, building camps, clearing ground, completing waste disposal procedures and construction material sources. Construction output currently only reaches 2.09%.
According to the People's Committee of Cao Bang province, the site clearance phase 2, especially in the section Km93+350 - Km107+200, still faces many difficulties.
The main reason is that many households have not provided complete legal documents related to land use rights and assets on land.
Some land users currently live and work outside the locality, even outside the province, causing information verification and completion of compensation dossiers to be prolonged.
In addition, the inventory records in some cases still lack information about map sheet numbers, land plot numbers, construction structures, and volume of architectural structures.


The statistics of crops and flowers are not complete in terms of quantity, type and size, so it is necessary to organize inspections and supplements, affecting the progress of preparing compensation estimates.
Another difficulty is that resettlement areas specifically for the project have not been completed to date. The simultaneous implementation of 2 phases also gives rise to overlapping construction organization, affecting the overall progress.
Faced with the above situation, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa is requesting departments, branches, localities and project enterprises to focus on thoroughly removing difficulties and obstacles in site clearance work, especially the remaining dossiers at the commune level.

The locality is required to accelerate the appraisal and approval of compensation plans, implement payments to the extent of handing over the site to serve construction; and at the same time strengthen coordination to promptly handle issues beyond its authority, not to affect the project progress.
Chairman of Cao Bang Provincial People's Committee also emphasized the requirement to clarify the responsibilities of each collective and individual in the process of performing tasks. The province will resolutely consider replacing and handling irresponsible and slow officials who affect the progress of site clearance and project implementation.
The Dong Dang - Tra Linh expressway project has a total length of more than 121km, invested in two phases. Phase 1 is 93.35km long, started in early 2024 with a total investment of more than 14,331 billion VND, implementation time of 36 months.
Phase 2 will expand the roadbed section from Km0 to Km93+300 to 22m and invest in a new section from Km93+300 to Km121, expected to be completed in 2028.
