On May 28, according to information from the Ministry of Justice, Minister Nguyen Hai Ninh chaired the first meeting of the Steering Committee on science, technology development, innovation, digital transformation and Project 06 of the Ministry of Justice.
At the meeting, the Minister requested to re-evaluate all 31 information systems that are being deployed, clearly stating each investor, coordinating agency, work content, funding sources, implementation progress, etc. On that basis, clearly identifying which part can be merged, which part needs to be amended, thereby focusing resources to create truly effective and well-functioning products.
In addition, the Minister also requested urgent proposals for new projects, based on the spirit of Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 197/2025/QH15 of the National Assembly on a number of special mechanisms and policies to create breakthroughs in law-making and enforcement.
The Minister also said that information technology infrastructure should prioritize hiring services instead of new investment, to save the budget and avoid spreading. For contents related to information security, especially data that need to be confidential, the Minister requested to select State-owned enterprises with sufficient capacity and reputation for implementation.
One of the key orientations clearly stated by the Minister is to focus on developing a large-scale project on legal databases invested by the Department of Information Technology, clearly stated in Resolution 197. This will be a core digital infrastructure platform, connecting and integrating data from all fields of industry management, serving operations, policy making and providing public services.
The existing specialized databases need to be accelerated for completion, ensuring effective exploitation. The Minister requested heads of units to review the software to their unit's database, send it to the Department of Information Technology according to a unified model, clearly state the names of the software, products, support companies and coordinating units.
