On the morning of July 22, Lieutenant Colonel Nguyen Van Van - Deputy Commander of the Defense Area Cluster No. 2 (Hanoi Capital Command) led a working group to inspect the defense and response work to storm No. 3 in Minh Chau commune, Hanoi.
Minh Chau is the only island commune in the capital, located in the middle of the Red River, traffic and people's lives depend entirely on the ferry and boat system. In response to the complicated developments of storm No. 3, since July 20, the commune has established a Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, deploying response measures to the risk of flash floods, landslides and inundation to ensure the safety of people's lives and property.




Secretary of the Nguyen Duc Tien Commune Party Committee said that the locality has issued a document requesting units to review residential areas along rivers and low-lying areas; develop plans to evacuate people, protect production, crops, and livestock. Currently, the commune has arranged 20 composit boats and 200 life jackets in residential areas; organized a 24/7 on-duty force including leaders of the commune People's Committee, police, military and related forces.
According to the Inspection Minutes of the working group of the Capital Command, Minh Chau commune has fully prepared shock forces and necessary means such as boats, life jackets, life buoys, sails... to be ready for rescue.
Propaganda work on natural disaster prevention and control is deployed through the loudspeaker system and residential area meetings. The drainage system and ditches have been dredged periodically; roads at risk of landslides have been included in the repair list.
However, some limitations still exist, such as the lack of essential materials according to the commune-level scenario and the subjective psychology of a part of the people in the face of natural disasters.



Minh Chau commune proposed that superiors support the addition of vehicles and supplies such as ships and military ferries for transportation when the river water rises, life jackets and rescue equipment; at the same time, it proposed to organize additional training and drills for shock troops and officers in charge.
Concluding the inspection, the working group assessed that Minh Chau commune has proactively carried out good work in natural disaster prevention, control and search and rescue in 2025. However, the locality needs to continue to improve facilities, means and increase propaganda to effectively respond to storm No. 3 and unexpected natural disasters.
