On the Government Information Portal, Mr. N.L reflected that Clause 39, Article 3 of the Construction Law stipulates that equipment installed on works includes construction equipment and technology equipment.
Construction equipment is equipment installed in a construction work according to a construction design. Technology equipment is equipment located in a technology line installed in a construction work according to a technology design.
According to Circular No. 12/2021/TT-BXD of the Minister of Construction promulgating construction norms, the cost of monitoring and installing equipment is determined according to the percentage norm (%) (issued in Table 2.22 attached to this Circular) multiplied by the cost of equipment (excluding value-added tax) in the equipment bidding package estimate.
In Mr. N.L's locality, some construction investment projects include items for purchasing ordinary equipment (tables, chairs, cabinets, computers, washing machines, shelves, shelves, cabinets, counters, air conditioners, fans, trash cans...) or equipment in the fields of health, education, sports... (breaters, syringes, operating knives, hospital beds, student tables and chairs, experimental equipment, sports equipment...) approved by the investor for the estimate (not approving construction design or technology design.
In which there is a section on supervision costs for these equipment items determined according to the percentage norm of equipment installation supervision costs issued in Table 2.22 attached to Circular No. 12/2021/TT-BXD mentioned above.
Mr. L asked, is the investor's determination of monitoring costs for equipment as above consistent with regulations?
In case it is not in accordance with regulations, he proposed that the Ministry of Construction soon provide guidance on how to determine the estimate for the supervision of these equipment so that localities have a basis to implement the management of construction investment costs to ensure current regulations.

Thus, for construction investment projects with parts of equipment installed on the project according to the design, the cost of monitoring and installing equipment is determined according to the provisions at point 8.3, item 8, chapter II, part II, Appendix No. VIII of Circular No. 12/2021/TT-BXD of the Minister of Construction on promulgating construction norms.
