Ninh Binh voters recommend that the Ministry of Construction promptly inform and hand over the site clearance markers of the North-South high-speed railway project so that the locality can be proactive in land management, thereby avoiding violations arising during the project implementation.
After studying, the Ministry of Construction would like to respond as follows: The high-speed railway project on the North-South axis was approved by the National Assembly in Resolution No. 172/2024/QH15 dated November 30, 2024, the Government issued Resolution No. 106/NQ-CP dated April 23, 2025 to implement Resolution No. 172/2024/QH15 of the National Assembly.
In the past time, to speed up the project's progress, the Ministry of Construction has directed the Railway Project Management Board (investor) to work with localities and Vietnam Electricity Group to coordinate in compensation, support and resettlement.
Recently, 12/15 localities have started construction of resettlement areas on August 19, 2025; Vietnam Power Corporation has directed 15/15 local power companies; 4/4 regional power transmission companies have conducted a review, counting, and statistics of intersections with the project, and made preliminary plans to relocate affected power projects.
In parallel with the work with localities, the Railway Project Management Board is simultaneously conducting consultation selection work for packages such as project management consultation; bomb and mine clearance; environmental impact assessment...
Currently, the Government submitted to the National Assembly at the 10th Session a proposal to supplement the mechanism and policies applied to the high-speed railway project on the North-South axis and has been approved by the National Assembly to supplement the policy of "Allowing the separation of compensation, support and resettlement content of the North-South high-speed railway project into independent projects, capital allocated from the central budget and local budget.
Localities, relevant agencies, competent authorities, organizations that establish, decide on investment, and implement compensation, support, and resettlement projects in the area and the investment in items related to this content do not have to establish an investment policy. Based on the actual situation, the Government is assigned to provide detailed instructions on this regulation".
After having a Resolution of the National Assembly, the Ministry of Construction will advise the Government on instructions for implementation in January 2026.
In addition, the Prime Minister - Head of the Steering Committee for key projects and important national projects in the railway sector regularly meets with the Steering Committee to direct, urge progress, and resolve problems for key and important national railway projects.
Currently, the Railway Project Management Board is carrying out consultation selection procedures to serve the work of preparing the Project Feasibility Study Report.
Based on the research results of the consultant in preparing a feasibility study report and the decision of the competent authority on the route plan, station location, and depot area, the investor will immediately deploy the work of preparing boundary documents for site clearance, organizing deposits and handing them over to the locality according to regulations.
