The Ministry of Construction has just issued Document No. 2256/BXD-KHTC dated February 26, 2026, sent to the Delegation of National Assembly Deputies of Dong Nai province, responding to the recommendations of voters in this province after the 10th session of the 15th National Assembly regarding the investment in the next phases of the Long Thanh International Airport Project.
Previously, the petition of Dong Nai voters was transferred by the Government Office to the Ministry of Construction according to Official Dispatch No. 969/VPCP-QHĐP dated January 29, 2026.
According to the proposed content, the Long Thanh International Airport Project is about to complete Phase 1, expected to be put into operation in 2026. Voters cited Clause 6, Article 2 of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of the Project, which stipulates: "The Government directs the preparation of feasibility study reports for each phase of the Project and reports to the National Assembly for approval before deciding to invest".
From there, voters proposed that the Government consider and submit to the National Assembly for approval the policy of continuing to prepare investment dossiers for the next phases to complete the project according to the plan, aiming to become one of the international air transshipment centers of the region.
Responding to this proposal, the Ministry of Construction said that Long Thanh International Airport is an important airport of the country, identified as a strategic driving force for socio-economic development of the Southern key economic region. The early study of investing in Phase 2 to promote the role and investment efficiency of Phase 1 has been concerned and directed by the Party and Government Leaders and the Prime Minister.
At the 10th Session, the Government submitted and was approved by the 15th National Assembly Resolution No. 265/2025/QH15 dated December 11, 2025. Accordingly, the National Assembly allows the Government to organize the approval of the Feasibility Study Report of Phase 2 of the Long Thanh International Airport Project under its authority without having to report to the National Assembly for approval.
Based on this resolution and current legal regulations, the Ministry of Construction has issued Decision No. 26/QD-BXD dated January 9, 2026 assigning Vietnam Airports Corporation to be the investor of Phase 2 of the project.
Currently, Vietnam Airports Corporation is coordinating with relevant agencies and units to organize the selection of consultants to prepare the Feasibility Study Report Phase 2 to meet the needs of air transport exploitation and socio-economic development needs of the Southern key economic region.
The Ministry of Construction also requested the People's Committee of Dong Nai province to direct relevant agencies and units to closely coordinate with Vietnam Airports Corporation in the implementation process, ensuring the feasibility and investment efficiency of the project.
