The Ministry of Construction has just responded to Thai Nguyen voters about the proposal to upgrade National Highway 37 and the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway project (CT.07).

Voters in Thai Nguyen proposed that the Ministry of Construction invest in upgrading National Highway 37 (from Km 96 to Km 100+875).

Voters said that the road is currently degraded, the road surface is narrow, and it does not meet the needs of socio-economic development and travel of the people.

Voters also reflected that currently, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) is the only expressway that has been invested in and is being exploited through Thai Nguyen province.

To continue to improve the expressway traffic system, while strengthening the work of ensuring traffic safety on the expressway in operation and investing on a phased scale, the Ministry is requested to study, invest in upgrading and expanding the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) to ensure compliance with the Road Traffic Network Planning approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.

Typically, invest in upgrading and expanding the CT.07 route from Hanoi to Thai Nguyen (Tan Lap intersection) towards the median strip to ensure that the route meets the standards of a 6-lane highway, with a road surface width of 3 lanes on each side (2x3.75 m); a safety length of 2x3 m on the roadside (urgent parking lot).

Regarding the investment content of National Highway 37, the Ministry of Construction said that according to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, in Thai Nguyen province, there are 6 national highways, with a total length of 276.54km.

Of which, National Highway 37 starts at Diem Dien Port, Thai Binh, ends at National Highway 4G, Song Ma Town, Son La, about 564km long. The section passing through Thai Nguyen province is about 57.6km long (Km96- Km172+800), level III-IV scale, 2-4 lanes.

Currently, the section of National Highway 37 through Dai Tu town has been upgraded to a level II scale, the rest are mainly level III and level IV.

The Ministry of Construction agreed with voters and the National Assembly Delegation of Thai Nguyen province on the necessity of investing in upgrading the section of National Highway 37 to facilitate and ensure safe travel for people, and promote socio-economic development.

"However, up to now, according to the provisions of the Road Law and Decree No. 165/2024/ND-CP of the Government, the aforementioned national highways will move to the locality to manage, invest in construction and exploitation. Therefore, the Ministry proposed that the People's Committee of Thai Nguyen province proactively research and mobilize resources to invest in upgrading and expanding the above-mentioned National Highway section as well as the maintenance of the Ministry of Construction. Currently, "the Ministry of Construction said.

Regarding the proposal to invest in the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07): The Ministry of Construction said that to connect the entire route, the Ministry of Construction has started construction of the Cho Moi - Bac Kan expressway section with a scale of 4 lanes in March 2025 and is expected to be completed and put into operation in 2026.

The Ministry of Construction agreed with the proposal of voters of Thai Nguyen province on the necessity of investing in upgrading the Hanoi - Thai Nguyen - Cho Moi (Bac Kan) section as well as investing in the Bac Kan - Cao Bang section according to the approved plan to meet transportation needs and support socio-economic development.

The Ministry of Construction acknowledges the voters' recommendations and will mobilize or propose legal capital sources in the coming time to soon implement investment in upgrading the above expressway sections.
