Voters of Lam Son commune, Thanh Hoa province proposed that the Ministry of Construction allocate capital to build drainage ditches and expand National Highway 15A to convert the section from Cach Son bridge to the border of Kien Tho commune.
The Ministry of Construction responds to this issue as follows:
In accordance with the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, the Ministry of Construction has handed over the assets of road traffic infrastructure under the decentralization scope to the People's Committee of Thanh Hoa province for management, exploitation, investment and maintenance according to regulations.
This includes all National Highways in Thanh Hoa province such as: National Highway 15C; National Highway 47; National Highway 47B; National Highway 47C; National Highway 217; National Highway 217B; National Highway 16 according to Decision No. 1832/QD-BTC dated May 26, 2025 of the Ministry of Finance to transfer assets from the Ministry of Construction to the People's Committee of Thanh Hoa province for management and use).
Therefore, according to the provisions of the Road Law, the content of voters' recommendations as above is under the authority of the People's Committee of Thanh Hoa province to consider, review the needs for development and decide on the implementation plan.
