Voters reflected that the Prime Minister has signed Decisions No. 1569/QDTTg dated December 12, 2024 on approving the planning of the Capital for the period 2021-2030, with a vision to 2050; Decision No. 1668/QD-TTg dated December 27, 2024 approving the adjustment of the general planning of Hanoi Capital to 2045, with a vision to 2065.
In particular, the Government has determined a high-speed railway line and technical infrastructure to serve the area of Thuong Tin district.
Voters requested the Ministry of Construction to direct relevant authorities to prepare documents to mark the railway line and promptly implement the project to create favorable conditions for localities in management, construction investment according to the plan as well as promote socio-economic development in Thuong Tin district.
Regarding the content of the above voters' petition, the Ministry of Construction responded as follows:
The North-South high-speed railway project (Project) is established on the basis of the planning of provinces and cities where the project passes through, the railway network planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.
Implementing Resolution No. 172/2024/QH15 of the National Assembly, the Government issued Resolution 106/NQ-CP dated April 23, 2025, in which specific plans and tasks were assigned to each ministry, branch and locality for implementation to meet the project's progress by the end of 2026.
The Prime Minister has established a Steering Committee for important national projects and works in the iron sector headed by the Prime Minister to urge and direct the implementation of the Project.
Accordingly, for the site clearance (GPMB) of the Project by Hanoi City and localities where the project passes through, it will be basically completed in December 2026 to hand over the site to the construction contractor.
Implementing the direction of the Government and the Prime Minister, the Ministry of Construction has assigned the Railway Project Management Board (the investor who initiated the project investment) to hand over the Project dossier (Pre-feasibility study report, GPMB boundary documents for routes, stations and route heart coordinates according to the Project dossier) to 20/20 provinces and cities where the project passes through to serve as a basis for preliminary review of needs and implementation of resettlement areas, serving the GPMB work of the Project.
At the same time, the Railway Project Management Board has completed the sending of staff to join the Steering Committee for site clearance of 20/20 provinces and cities.
Localities have implemented and assigned the task of the unit to preside over the site clearance work in the locality; are establishing a site clearance Steering Committee, making a plan for implementation, reviewing resettlement needs... to ensure the progress of the project according to the direction of the Prime Minister.
Through this, the Ministry of Construction also requested the National Assembly Delegation of Hanoi City to pay attention to directing local departments, branches and sectors to promptly carry out the planned tasks and propagate to people to understand the Party's policies and the State's laws to support the Project in site clearance work.
In the process of preparing the next Feasibility Study Report, the Ministry of Construction will continue to direct the Investor and related units to closely coordinate with the locality to promptly provide project documents, GPMB pile construction documents, and railway boundary markers for localities to ensure progress.
