Ministry of Construction answers about investment and repair of expressways and national highways in Ho Chi Minh City

The Ministry of Construction has just responded to a series of petitions from voters in Ho Chi Minh City regarding repairing and expanding expressways and national highways.

Voters in Ho Chi Minh City reflected that in the past time, traffic congestion on National Highway 1A occurred frequently, especially during peak hours.

According to voters, this situation seriously affects the movement and production and business activities of people and businesses, increasing logistics costs as well as potential risks of traffic unsafety.

In addition, the drainage system along the route is currently not synchronously invested, and flooding often occurs during high tides or heavy rain, damaging the road surface, causing difficulties for vehicles to circulate and affecting the lives of people in the surrounding area.

Faced with the above situation, voters proposed that the Ministry of Construction soon direct the implementation of the expansion of National Highway 1A.

At the same time, the Ministry is repairing and upgrading the drainage system to overcome flooding, contributing to reducing congestion, ensuring traffic safety and improving infrastructure quality to serve socio-economic development.

Voters also proposed that the Ministry soon definitively resolve voters' opinions on dismantling toll stations and promoting the progress of expressway investment, which were answered by the Ministry of Construction to voters in Ho Chi Minh City in document No. 14243/BXD-CDBVN dated November 28, 2025.

After studying, the Ministry of Construction would like to answer as follows:

Regarding road surface expansion and upgrading of National Highway 1 drainage system:

National Highway 1 passing through Ho Chi Minh City has been handed over to the Ho Chi Minh City People's Committee for management, so the investment authority belongs to the locality.

It is proposed that the People's Committee of Ho Chi Minh City study voters' recommendations, proactively balance and allocate capital sources to deploy investment in widening the road surface and upgrading the drainage system of National Highway 1 section passing through the city to overcome flooding, contribute to reducing congestion, ensuring traffic safety and improving infrastructure quality to serve socio-economic development.

Regarding the dismantling of toll stations and promoting the progress of expressway investment, the Ministry of Construction has responded to voters in Ho Chi Minh City in document No. 14243/BXD-CDBVN dated November 28, 2025.

Regarding the dismantling of toll station T3 on National Highway 51, Ho Chi Minh City: Dismantling has been completed in February 2026.

Progress of investment in expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway: The Ministry of Construction has directed relevant agencies to complete investment procedures according to regulations and started the project on December 19, 2025.

Currently, the project implementation progress is basically closely following the set plan. Regarding site clearance (GPMB) of the project, the dossier has been approved, and the planting of GPMB markers in the field is being implemented.

The Ministry of Construction has issued document No. 1262/BXD-CĐBVN dated January 28, 2026, requesting the People's Committee of Ho Chi Minh City and Tay Ninh and Dong Thap provinces to assign the task of Sub-project Investor for compensation, support, and resettlement to affiliated agencies and units.

In the coming time, the Ministry of Construction will continue to closely coordinate with localities; focus on directing and urging relevant agencies and units to promote the progress of implementation and complete the project according to the set plan.
