There are still 103m of unconstructed
The project to upgrade the section Km18 - Km80, National Highway 4B connecting Lang Son - Quang Ninh is over 62.5km long, with a total investment of nearly VND 2,300 billion.
The project started in early 2024 and is scheduled to be completed by the end of 2024.
However, by mid-November 2025, many items have not been able to be completed due to land clearance problems and uneven implementation progress between packages.
According to the Department of Construction of Lang Son province, the entire project has handed over 62.98/63.08km, reaching 99.84% of the route length.
The remaining 103m of 8 households in Loc Binh commune cannot be constructed yet because the people and authorities have not yet agreed on a compensation plan.
In addition, the technical infrastructure system at many locations such as 0.4kV power lines, telecommunication lines and clean water pipes in the Loc Binh - Na Duong area has not been relocated.
At the site, the two main packages continue to deploy excavation, crushed stone and asphalt concrete paving.

However, there is a clear difference in progress between the two packages. Package XL08 (Km43-Km80) maintains a good construction speed, ensuring that roadbed items, foundation structures and asphalt pavement all reach over 8090%, and has completed the traffic safety system at the completed sections.
In contrast, package XL07 (Km18-Km43) is significantly slower, many construction items have only reached 20-50% and the traffic safety system has not yet been deployed.
The main contractor, Xuan Quang Construction Joint Stock Company, is assessed as a unit with slow compensation output, affecting the overall plan of the project.
Up to now, the total output of the project has only reached about VND1,075.9/1,548 billion, equivalent to 69.5%.
The Ministry of Construction requests to completely handle site clearance and relocate infrastructure in November
Faced with this situation, the Department of Economics - Construction Investment Management (Ministry of Construction) has issued a document requesting the Department of Construction of Lang Son to completely handle all remaining problems related to site clearance and technical infrastructure in November 2025.
The Department proposes to complete the approval of compensation, support, resettlement plans and full payment to households. At the same time, organize the relocation of the entire remaining technical infrastructure system to hand over the clean site to the construction contractor.
Investors are required to regularly be present at the construction site, directly inspect the situation, handle arising issues and take timely corrective measures for construction units that are behind schedule.

In the document sent to the locality, the Ministry of Construction emphasized that the remaining time is very limited, so the progress check for each contractor must be conducted weekly.
The Department requires strict handling of cases of slow construction and violations of contract quality.
To ensure progress, the Ministry of Construction has directed contractors to mobilize maximum machinery and human resources, organize continuous construction in "3 shifts, 4 teams", expand construction teams at the same time on the route, especially in the roadbed items, crushed stone allocation, asphalt concrete and drainage systems.
According to the plan, package XL08 must be completed before November 30, 2025, while package XL07 is required to be completed before December 31, 2025.
In case the project is not completed on schedule, the Ministry of Construction will hand over the project to the locality for continued management and investment.
Speaking to the press, a representative of the Department of Construction of Lang Son province said that in the week of November 15-21, contractors set a target of completing an additional VND30 billion in output, focusing on accelerating the asphalt concrete pavement and crushed stone aggregate items.
