Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 220/CD-TTg dated November 18, 2025, requesting ministries, branches and localities to focus on completing the implementation of plans to reduce and simplify administrative procedures (AP) and business conditions (BCs) in 2025.
The Prime Minister has approved the Plan to reduce administrative procedures and administrative procedures under the management of 14 ministries and agencies; specifically as follows:
1. The total number of administrative procedures to be cut and simplified is 3,071/4,888 administrative procedures related to production and business activities (reaching 62.8%);
2. Cut 2,269/6,974KKD in conditional investment and business sectors and occupations (reaching 32.5%).
Accordingly, 8 ministries and agencies have amended and supplemented according to their authority or submitted to competent authorities to issue 13 legal documents to implement the plan to simplify 87 administrative procedures, abolish 6 administrative procedures and reduce 12KKD.
have focused on providing online public services for administrative procedures related to enterprises; 34/34 localities have announced a list of administrative procedures not dependent on administrative boundaries in the area.
The Prime Minister requested ministers of ministries and heads of ministerial-level agencies to focus on directing the drastic completion of amending and supplementing 485 legal documents to implement the plans to cut and simplify 2,164 administrative procedures and 2,047 TTIs approved by the Prime Minister.
In particular, priority is given to completing immediately 319 draft laws and regulations that need to be amended and supplemented in 2025 under the management of 14 ministries and ministerial-level agencies.
Ministers of ministries, heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities urgently review and amend regulations that are not in accordance with the implementation of administrative procedures regardless of administrative boundaries and deploy full online public services such as: requirements for submitting original documents; requirements for submitting administrative procedures at the place of residence or the place of headquarters or the place of issuance of first-time administrative procedures settlement results; requirements for being present at the settlement site to sign the results, ... to be completed in 2025.
Ministers of ministries, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities must complete 100% of administrative procedures related to enterprises online, smoothly, seamlessly, effectively, and minimize paperwork in 2025.
Complete the upgrading of the Information System for handling administrative procedures to meet digital requirements, implement administrative procedures regardless of administrative boundaries within the provincial level and implement a 2-level local government organization model.
Implement data conversion from systems of provinces and cities before the merger, ensuring complete, accurate, and original data status, serving the management, operation, settlement of administrative procedures, and providing online public services.
The Ministry of Finance resolves 3 outstanding issues: Integrating and providing online payment services for land financial obligations between the Tax System and the Provincial Bank for Industry Information System and the Land Database; Connecting the Business Registration Database, the Unit Code System with budgetary relationships with the Provincial Bank for Industry Information System; Handling frequent errors on the National One-Stop Information Portal.
The Ministry of Justice promptly overcomes the slow and errors of the Electronic Household Registration and Management System.
