The Ministry of Finance completes the project on state economic development; urgently develops and submits to the Politburo a project on economic development with foreign investment in November 2025.
Study to reduce and simplify procedures for granting investment registration certificates and deploy online, shorten market access time; loosen barriers on investment restrictions, report to the Prime Minister on issues beyond authority, to be completed in December 2025.
Ministries, agencies and localities should substantially implement the National Public Service Portal as "One Digital Gateway", ensuring the principle that people and businesses "must provide information only once"; cutting down and simplifying administrative procedures and business conditions according to approved plans.
Complete the target of 100% of administrative procedures being implemented regardless of administrative boundaries within the provincial level in 2025.
The Ministry of Agriculture and Environment, ministries, agencies and localities focus on overcoming the consequences of natural disasters, effectively and practically supporting people and businesses to quickly stabilize the situation and restore production and business.
Strengthen forecasting and timely information on the risk of storms, floods, landslides, etc., ensure the safety of dykes, dams, proactively evacuate and thoroughly relocate residents from dangerous areas.
The Ministry of Education and Training and the Ministry of Health effectively implement the Politburo's resolutions and the Government's Action Program on developing education and training, and health care for people. Preparing to start construction of boarding schools for primary and secondary schools in the border communes on November 9, 2025.
