According to the Department of Social Protection - Ministry of Health, this is a policy of profound political and humanistic significance to express gratitude and show the concern of the Party and State for people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups.
The Ministry of Health requests to organize the timely and effective implementation of Resolution No. 418/NQ-CP dated December 28, 2025 of the Government on giving gifts on the occasion of welcoming the 14th National Party Congress and the 2026 Binh Ngo Lunar New Year; ensuring convenient, simple, timely, targeted, and regulated giving of gifts.
About the recipients of gifts
- People with meritorious services to the revolution.
- Social protection beneficiaries according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection beneficiaries, including orphans, homeless children or children in care and nurturing facilities.
- Social pensioners according to the provisions of Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension allowances.
- Based on the actual situation and the ability to balance resources, localities consider and decide on giving gifts to other vulnerable groups in the area according to their authority.
Gift level and payment method
- Gift level: 400,000 VND/person, in cash. In case 01 person is confirmed to be 02 or more eligible to receive both gift levels, they will only receive 01 gift.
- Payment method: Implementing gifts from the Party and State through social security accounts on VNeID for people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups; if necessary, People's Committees of provinces and cities direct relevant local agencies and commune-level People's Committees to give gifts directly to accounts receiving monthly allowances and allowances (if any) or pay directly in cash as prescribed.
Implementation progress
- People's Committees of provinces and cities proactively allocate funds to pay in time to the beneficiaries; gift giving is completed no later than December 31, 2025.
- People's Committees of provinces and cities shall report the implementation results to the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Health before January 5, 2026.
