On June 29, speaking at the Conference announcing the Master Plan of Hanoi Capital with a 100-year vision and Investment Promotion in 2026, Politburo Member, Secretary of the Hanoi Party Committee Tran Duc Thang emphasized that 2026 is a milestone in the development process of the thousand-year-old Capital.
According to Mr. Tran Duc Thang, the breakthrough momentum from institutions, the new space from planning will be a launching pad for the city to realize the aspiration to build the Capital into an innovation center, a gathering place for knowledge and technology; modern urban infrastructure and management; people with a high quality of life; a civilized, safe, livable, and happy society.
The city deeply realizes that: the important and key factor determining success is nothing else but the dynamism and responsibility of the Party Committee and government and the pride of each civil servant at all levels in the constructive role for the People and businesses to promote their role as the center, subject, and driving force of development.
From that spirit, Hanoi city identified four action commitments after today's Conference.
First, continue to innovate leadership and management methods based on modern urban management, disciplined administration, substantive efficiency and accompanying investors. Focus on strongly and substantively reforming administrative procedures. Resolutely handle manifestations of delay, avoidance, shirking responsibility, causing trouble for people and businesses.
The city commits: Investors coming to Hanoi all have access to transparent and equal information... ; are listened to, facilitated and have their legitimate and lawful rights and interests guaranteed according to the provisions of law.
Second, promote the implementation of leading infrastructure projects. The city focuses on effectively using public investment capital and non-state investment sources to accelerate the progress of strategic infrastructure projects.
Third, focus on developing high-quality human resources, considering this as a decisive factor for success, creating a breakthrough in the new era.
Fourth, placing the people and the identity of Thang Long - Hanoi in the center. All policies, projects and development works of the Capital must ultimately answer basic questions: what do people enjoy, how is the quality of life improved and how is the identity of Thang Long - Hanoi preserved and promoted.
Mr. Tran Duc Thang hopes that investors come to Hanoi with long-term development aspirations, with professionalism and with the commitment to work with the city to create sustainable values for society and for businesses.
Hanoi is committed to accompanying with a transparent investment environment, increasingly complete institutions, synchronous infrastructure, high-quality human resources and a disciplined administration with an effective service spirit. The success of investors is also the success of the Capital.
Hanoi Party Secretary requested the City People's Committee, departments, agencies, branches and communes and wards, immediately after this conference, to urgently review and implement the assigned tasks with a new spirit: faster service, closer coordination, more drastic action and higher responsibility.
Each official in contact with investors and businesses is the representative of Hanoi's image; a timely and transparent decision can further strengthen trust and open up new development opportunities for the Capital.
Hanoi not only has the aspiration to become a destination for investment capital flows, but also is determined to become a gathering place for innovation and sustainable development values. That is the vision of a green, smart, and livable Capital; with high competitiveness and rich Vietnamese identity.
With that determination, Hanoi will strive to turn today's commitments into specific actions, specific projects and specific results, so that the Capital's master plan truly becomes a driving force for development, builds trust and opens a new stage of development for Hanoi Capital.
