On October 30, Vice Chairman of the City People's Committee Tran Van Quan and leaders of a number of departments and branches inspected the progress of public investment disbursement and the operation of the two-level local government model in the communes of Gia Loc area.
According to reports from Gia Loc, Gia Phuc, Yet Kieu, Truong Tan communes, the operation of local government at two levels has gradually stabilized. People are excited and agree with policies and guidelines; cadres, civil servants and public employees strive to overcome difficulties and perform well the tasks according to the new model.
However, localities also reported some difficulties in operating commune-level government. Officials and civil servants must access many new contents, large workloads affect the progress and quality of public service performance.

A part of the population has difficulty using online public services; meanwhile, some shared systems such as VNeID, National Public Service Portal, and specialized software sometimes respond slowly, affecting the process of receiving and handling administrative procedures.
Regarding the disbursement of public investment capital, the Gia Loc Construction Investment Project Management Board is implementing 57 projects with a total capital of more than 590 billion VND. Of which, 47 projects have been completed, 8 projects are under construction, and 2 projects are undergoing investment procedures. As of October 29, the disbursement result reached VND85.7 billion, equivalent to 90.4% of the 2025 plan. Some projects are still behind schedule due to site clearance problems and weather conditions.
Vice Chairman of the City People's Committee Tran Van Quan acknowledged the efforts of the communes and the Project Management Board, and requested departments and branches to continue to coordinate to remove difficulties and guide the facilities to carry out their tasks.
He emphasized that localities need to focus on completing site clearance work, ensuring disbursement progress is on schedule and exceeding the plan, especially preparing for the groundbreaking ceremony of Nam Hai Duong Station on the Lao Cai - Hanoi - Hai Phong railway line scheduled for December 19 under the direction of the Prime Minister.
