At the end of December 2024, Dien Bien province approved the investment project to build "Conservation and restoration of the Him Lam Resistance Center" phase 2 with a total investment of 91 billion VND.
This is a group B project, a level III civil project, ensuring a minimum life of 50 years.

Previously, the Him Lam Resistance Center Renovation and Restoration Project was implemented in 2006, including 5 packages with a total investment of more than 46 billion VND.
By 2023, the project had only completed a few packages and had been settled for more than 27 billion VND. The remaining parts of the project have been transferred to phase 2.

On March 24, speaking with a reporter from Lao Dong Newspaper, the investor's representative (Dien Bien Province Civil and Industrial Project Management Board) said that the capital for the project phase 2 was mobilized from the central budget of 61 billion VND, the local budget for the 2021-2025 period and the socialized capital of 30 billion VND.
The project implementation period is expected to last from 2024 to 2025. The construction scale focuses on two main items: a 45m long, 425m2 marble mound, made from natural stone; an incense offering house designed in the shape of a hexagonal xo xound.

items of renovation, repair, and supplementation: concrete embankment at the foot of the hill, renovation and improvement of the access road to 3 points, incense offering yard, square yard, parking lot, incense tree at the lot, stone stele introducing the relic, welcome house, footrest roof, green flower garden system to create a landscape, outdoor electricity system, complete synchronous drainage system...

According to Lao Dong, currently, there are convenient walking paths for visitors at points I and II, while there is still no concrete road at point III.
When renovating the project, it will create a unique attraction, attracting domestic and international tourists. Thereby, serving tourism development according to the province's orientation to contribute to socio-economic development.

Contributing to the propaganda and education of generations about patriotism, indomitable will, military art, the fierceness of the war to defend the country and the hard sacrifices of our ancestors in the Dien Bien Phu campaign.

Located about 3km northeast of the center of Dien Bien Phu City, Him Lam relic has a total area of 136,900m2. This is the place that marked the opening battle of the historic Dien Bien Phu campaign on March 13, 1954.

With a strategic position as the northeastern gateway to the group's base, Him Lam was built by the French colonialists into a solid defense system with checkpoints, traffic expressways and dense mines.


The victory at Him Lam not only broke the enemy's stronghold but also created an important turning point for the entire campaign, affirming the military talent of the Vietnam People's Army and arousing the fighting spirit of the entire army.
