The Hoang Sa - Doc Soi road project has a route length of 26.88km, starting at the intersection with Tri Binh - Dung Quat road, ending at the Hoang Sa road. The project passes through Binh Son district for 17.62km, Son Tinh district for 1.9km and Quang Ngai city for 7.36km. The total investment is 3,500 billion VND, of which the central budget is 1,300 billion VND, the provincial budget is 2,200 billion VND (capital collected from land use fees). The implementation period is from 2022 to 2027, with the Quang Ngai Provincial Traffic Project Management Board as the investor, and construction started in December 2023.
The project will invest in the construction of 10 resettlement areas, 655 plots of land (equivalent to an area of 27.09 hectares) and 1 burial area in Quang Ngai City. According to Mr. Ngo Van Dung - Director of the Quang Ngai Provincial Traffic Project Management Board, the total capital plan allocated for the project to date is nearly 1,579 billion VND. Of which, the central budget is over 979 billion VND, the provincial budget is over 599 billion VND. The capital plan for 2024 is over 762.5 billion VND from the central budget.
According to the investor, although the project has been implemented for about a year, the three localities where the project passes through, Binh Son district, Son Tinh district and Quang Ngai city, have not yet completed the approval of specific land prices according to the provisions of the 2024 Land Law. The approval of compensation plans has not progressed, to date, compensation plans have been approved for 15.88/164.51 hectares, reaching 9.7% of the total area.
According to Mr. Ngo Van Dung, the project construction value to date has reached about 135/2,322 billion VND, reaching 6% of the contract value. Over 77.9/162.5 billion VND has been disbursed, reaching 47.9% of the capital plan. For the additional capital of 600 billion VND from the central budget newly allocated on June 14, 2024, it has not been disbursed.
To facilitate this key project, the People's Committee of Quang Ngai province has identified 9 sand mining locations to grant to the Hoang Sa - Doc Soi project.
