The Politburo and the Secretariat have just issued Conclusion No. 179-KL/TW dated July 25, 2025 on continuing to implement tasks to perfect the organization and operation of the 2-level local government model.
In Conclusion No. 179-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct a number of related contents.
In particular, leading and directing ministries and branches to seriously implement and carry out the tasks stated in the conclusions of the Politburo, the Secretariat and Plan No. 56-KH/BCD, dated July 4, 2025 of the Steering Committee, especially the following contents and tasks:
Continue to provide specific guidance on the implementation of decentralized tasks, determine authority for localities to proactively resolve administrative procedures, manage the budget, and organize the apparatus; provide unified guidance on application in cases where legal regulations are unclear and specific for localities to implement.
Continue to review, promulgate according to authority and submit to competent authorities to issue draft laws, resolutions, decrees, and circulars related to decentralization and delegation of authority; announce and publicize all administrative procedures to people and businesses, ensuring the goal of basically removing difficulties, obstacles and legal bottlenecks in accordance with the direction of the Politburo.
The Government Party Committee directs the Ministries of Home Affairs, Finance, Construction, Industry and Trade, Health, Agriculture and Environment... to urgently review, adjust and complete regulations, processes and procedures related to the public service supply system such as:
Issuing construction permits; granting licenses for the business of alcohol, beer, tobacco; practicing medicine and pharmacy; regimes and policies for meritorious people, ... managed by the Ministry; directing the Ministries of Finance, Agriculture and Environment, Government Office to focus on handling difficulties in providing public services on land on the National Public Service Portal (online administrative procedures, business software, connectivity in tax and fee payment, etc.).
Direct the Ministries of Construction, Agriculture and Environment to urgently issue specific instructions on adjusting land use planning and construction planning after the arrangement; review and re-evaluate the implementation of the Decree on decentralization and delegation of authority in the land sector, organize the implementation of projects, especially the content on the authority of the provincial People's Committee in the land sector, decentralize to the commune-level People's Committee, the Chairman of the commune-level People's Committee to ensure feasibility, with calculation to the reality of resources, apparatus capacity and commune-level human resources to meet requirements and tasks.
Direct the Ministry of Education and Training and the Government Inspectorate to review and issue full circulars and implement guidance on the implementation of functions, tasks and powers according to sectors and fields under their management for specialized agencies under the People's Committees at the provincial and commune levels.
The Government Party Committee directs the Ministry of Finance: Continue to urge, inspect, and guide the management and use of funds and the arrangement of working offices; urgently issue specific guidance documents on financial work, accounting, the process of allocating and allocating the budget of communes and wards; on the registration and use of accounts of People's Committees at the commune and specialized agencies (guaranteed completion before July 31, 2025); urgently assess and report on the situation of handover and management of public assets and government headquarters at all levels.
Research and advise on institutionalizing Resolution No. 201/2025/QH15, dated May 29, 2025 of the National Assembly on a number of specific mechanisms and policies for the development of social housing in the direction of expanding the subjects eligible to buy and rent social housing.
