Warning about electronic ticket fraud on Hanoi buses

Hanoi warns about the situation of using electronic ticket cards to the wrong people, using other people's accounts and cheating on bus tickets on subsidized routes.

Hanoi City Traffic Management and Operation Center (Center), Department of Construction has just sent a document to public passenger transport service providers in the area on controlling passengers using electronic tickets not to the right people on subsidized bus routes.

According to the Center, from July 1, 2026, the interconnected electronic ticket card system will be officially put into operation in subsidized public passenger transport activities in the city.

Through inspection, supervision and passenger feedback on social networks, traffic management agencies recorded the situation of using electronic ticket cards to the wrong subjects during exploitation.

Some passengers were identified as using other people's traffic ticket accounts to travel on subsidized bus routes. In addition, there were also fraudulent acts when using turn tickets using value storage accounts, such as scanning to complete the previous trip or performing incorrect operations at the stop to get off.

According to the Center, these acts have not been strictly controlled by service staff on the bus, posing a risk of creating a bad precedent in the use of public passenger transport services.

Notably, the use of tickets for the wrong subjects and ticket fraud can lead to loss of state revenue, and also affect the results of revenue performance according to bidding contracts and orders on bus routes of enterprises.

To limit this situation, the Center requests businesses providing public passenger transport services by bus in Hanoi to seriously disseminate and thoroughly grasp to the entire staff serving on buses and at waiting rooms.

Staff are required to strengthen control over the use of electronic ticket cards by passengers when boarding the bus, ensuring that passengers use them for the right purposes, and at the same time minimize ticket fraud on subsidized bus routes.

The Center also assigned the Inspection and Supervision Team to strengthen inspection of the use of electronic ticket cards by passengers on subsidized bus routes.

In case passengers are found to use tickets for the wrong subjects or have acts of ticket fraud, the inspection and supervision force is responsible for proposing measures to handle service staff on the bus, at the waiting room and violating passengers, ensuring compliance with current regulations.

Strengthening control is placed in the context that Hanoi is promoting the transition from paper tickets to electronic tickets, aiming to build an interconnected ticket system, convenient for passengers and improve the efficiency of public transport management.

According to management agencies, along with expanding payment methods and using electronic tickets, inspection and supervision work needs to be carried out synchronously to prevent the abuse of the system, ensure the rights of passengers and avoid loss of state subsidized funds.
