On January 13, according to PV's investigation, Cao Bang Provincial People's Committee has just issued Decision No. 17/QD-UBND to adjust the list of villages and communes in ethnic minority and mountainous areas, particularly difficult villages, as well as communes in areas I, II, III in the province, in the period 2026-2030.
This is an important update after Decision No. 2230/QD-UBND dated December 25, 2025, to ensure that classification is close to reality, as a basis for development support policies in the coming time.
Accordingly, Cao Bang province adjusted to increase 39 villages to particularly difficult areas in communes: Bao Lam, Minh Khai, Phan Thanh, Co Ba, Nguyen Binh, Quang Uyen and Minh Tam.
Conversely, 6 villages were reduced in Nguyen Hue, Trung Khanh, Hanh Phuc and Hoa An communes. Along with that, the names of 30 villages in Trung Khanh, Phuc Hoa, Be Van Dan and Tra Linh communes were also adjusted to unify with the actual names.
Regarding ranking criteria, 6 communes were adjusted to increase the number of standard criteria, including Nguyen Hue, Hanh Phuc, Nguyen Binh, Doai Duong, Ly Quoc and Huy Giap.
Meanwhile, 31 other communes and wards, mainly belonging to area III, were adjusted to reduce the number of criteria achieved, reflecting the remaining difficulties in infrastructure, services and living conditions.
After review, the whole province currently has 1,102 particularly difficult villages, of which area II has 2 villages and area III accounts for the majority with 1,100 villages. The number of villages and hamlets not in this category is 360.
This result shows that most of the highland areas and ethnic minority areas of the province still face many challenges in terms of socio-economics, basic infrastructure and access to services.
This adjustment not only reflects the objective situation but is also an important basis for Cao Bang province to prioritize investment and support resources in the period 2026-2030, from upgrading roads, electricity, clean water, schools, health stations, to production development and sustainable poverty reduction.
The decision takes effect from the date of signing and has been assigned to relevant departments, branches, and localities to implement.
