On March 17, according to PV's investigation, Cao Bang province just held a meeting to discuss the plan to arrange and handle houses and land and the plan to collect from land and assets attached to land in 2026.
According to the Department of Finance, Cao Bang province currently manages 2,546 housing and land facilities, of which 49 facilities are transferred by the Central Government.
Faced with the reality that there are still some surplus facilities and ineffective use, the province requires a review and clear classification to have appropriate handling plans.
In 2026, total revenue from land and assets on land of the province is expected to reach more than 222 billion VND.
This figure will come from the auction of land use rights, auction of assets attached to land and non-budget urban projects.

At the working session, Chairman of the Provincial People's Committee Le Hai Hoa emphasized the principle of publicity, transparency, and compliance with regulations in arranging and handling houses and land. Agencies must review and classify them into 4 groups: continued use, need to be rearranged, surplus and misuse.
Notably, Cao Bang province requested not to build new headquarters when there are still unused houses and land funds; strictly prohibit leasing and lending against regulations.
Excess facilities are oriented to be converted to serve welfare such as schools and public works. At the same time, the province will build a digital data system to manage public assets in real time.
In parallel with that, the province also promotes the development of social housing. According to the Department of Construction, the demand for the entire Cao Bang province in the 2026-2030 period, Cao Bang sets a target of completing 1,500 units, of which 200 social housing units will be built in 2026.
To achieve the goal, the province plans to implement 8 social housing projects in central areas, with a scale of thousands of apartments, with a large total investment. Some projects can be implemented soon if site clearance and infrastructure obstacles are removed.
Provincial leaders requested to accelerate site clearance, review clean land funds, and at the same time resolutely recover slow-progress urban projects or weak investors to switch to developing social housing or public works.
The Chairman of the Provincial People's Committee emphasized that social housing development must ensure publicity, transparency, and select capable investors, avoiding the situation of poor quality and lack of utilities.
