The Dong Dang - Tra Linh Expressway project has a total length of 121 km, divided into 2 investment phases with a total investment of more than 47,000 billion VND.
Phase 1 of the project is over 93 km long. The starting point is at Tan Thanh border gate intersection (Van Lang district, Lang Son province), the ending point is at National Highway 3 intersection (Chi Thao commune, Quang Hoa district, Cao Bang province).
With a total investment of VND 14,114 billion, of which the state budget capital accounts for 69.43%, equivalent to VND 9,800 billion, this project is planned to recover capital within a period of 22 years and 4 months.

With such a large scale, this project requires a huge amount of construction materials, including sand, stone and fill soil. In Cao Bang alone, the locality has included in the planning nearly 20 soil quarries, 6 stone quarries, 3 sand quarries, and 13 dumping sites for construction.
To date, Cao Bang province has licensed the exploitation of 4.315 million m3 of soil in the project area and 1.462 million m3 of soil at 4 mines.
According to records, at the Km79+00 - Km93+350 section (through Cao Bang), there is still a shortage of about 1.5 million m³ of fill. Although the remaining 4 mines are included in the project's material survey records and are eligible for licensing under the National Assembly's special mechanism, they are not suitable for exploitation and use.
To solve this problem, the Party Committee of Cao Bang Provincial People's Committee has submitted a document to the Provincial Party Committee on consideration and approval of the use of surplus land from agricultural land improvement activities of households and individuals in La Cam hill area, Na Da hamlet, Hoa Thuan town (Quang Hoa district) to serve the embankment construction for the expressway project.
At the 64th meeting (February 10) of the Standing Committee of the Cao Bang Provincial Party Committee, delegates said that the use of surplus land is feasible and has a legal basis.
Utilizing land will help reduce investment costs and ease pressure on the supply of earth filling materials, speed up the construction progress of the project foundation, and bring benefits to the State, businesses and people. The task of reviewing and approving the use of surplus land is currently assigned to the People's Committee of Cao Bang province.

It is known that the Dong Dang - Tra Linh expressway is an important part of the North - South expressway system. This project has been visited and inspected by Prime Minister Pham Minh Chinh 3 times.
In addition, the head of the Government has just agreed to immediately deploy phase 2 of the project and build sections connecting this highway with Ta Lung border gate, Cao Bang city, to promote the effectiveness of the project.
Once completed, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours. The project is implemented by a consortium of investors, led by Deo Ca Group.
When completed, the project will open up opportunities for economic, social and cultural development of the two provinces of Cao Bang and Lang Son, connecting the northeastern border region with the capital Hanoi and the economic poles of the whole country.
