On August 20, according to PV's research, the People's Committee of Cao Bang province has just issued Plan No. 2556/KH-UBND on inspecting administrative reform work (AR) in the whole province in 2025.
This is an important move to create a strong change in compliance with discipline and administrative discipline, enhance the responsibility of cadres and civil servants, especially heads of agencies, thereby contributing to improving the CCHC index, governance efficiency and competitiveness at the provincial level.
According to the plan, inspection activities will be implemented in the third and fourth quarters of this year, focusing on 17 specific agencies, units and localities.
Of which, 6 departments and branches include the Department of Home Affairs, the Department of Education and Training, the Department of Agriculture and Environment, the Department of Science and Technology, the Department of Construction, and the Department of Foreign Affairs.
11 communes and wards named in the inspections including: Thuc Phan, Nung Tri Cao, Tan Giang, Bao Lam, Ly Bon, Bao Lac, Hung Dao, Hoa An, Nam Tuan, Dong Khe, Duc Long will be inspected according to the plan.
Notably, in addition to this list, the Provincial Inspection Team is also authorized to conduct a surprise inspection of any department, branch, branch or commune-level unit if necessary.
According to the plan, the Inspection Team will evaluate the leadership, direction and implementation results of tasks on institutional reform, administrative procedure reform, and organizational reform.
In the reform of the public service regime, the focus will be on discipline, order, office culture, public ethics), public finance reform and the construction and development of e-government and digital government.
Regarding methods, the inspected units are responsible for self-inspection and reporting according to the guiding outline.
The inspection team will then conduct an on-site inspection, requesting the provision of relevant documents and records and accessing professional software systems to assess in the most objective and accurate way.
The inspection results will be publicly announced to the units, clarifying the advantages, limitations and recommending remedial measures.
The Department of Home Affairs is assigned the role of presiding over the consultation to establish an Inspection Team, coordinate with relevant departments and branches to organize implementation and synthesize the results to report to the Provincial People's Committee.
The Departments of Justice, Finance, Science and Technology are responsible for sending experts to join the inspection team and being responsible for the contents in their professional fields.
The budget for this inspection will be allocated from the 2025 administrative procedure budget of the Department of Home Affairs.
The plan emphasizes the requirement for inspected agencies and units to proactively coordinate, provide complete and honest information and seriously implement the conclusions and recommendations after the inspection.
The results of this inspection will be one of the important bases for ranking the annual CCHC index of the units.
