On June 22, according to PV's research, the People's Committee of Cao Bang province has just issued report No. 1816/BC-UBND on the implementation of administrative reform work in the first 6 months of the year, and the direction and tasks for the last 6 months of 2025 in Cao Bang province.
Accordingly, in the first 6 months of 2025, Cao Bang province has implemented many administrative reform solutions (ARs) in the context of continuing to reorganize the apparatus and promote digital transformation. However, the actual changes are still not uniform, some areas still exist.
According to the report of the Provincial People's Committee, out of 54 CSC tasks set out in the year, by mid-June only 17 tasks had been completed, reaching more than 31%. Many department and district-level agencies have not yet completed half of their assigned tasks.
Although the rate of administrative procedure records resolved on time at the commune level reached nearly 99.5%, at the provincial level, there were still more than 1,100 records that were delayed - accounting for nearly 8% of the total number of records processed, showing overload or ineffectiveness in some units.
Regarding organizational structure, Cao Bang has reduced 5 departments, merged many departments and public service units. However, staff streamlining is still reserved: only 42 cases were implemented in half a year, lower than the requirement to reduce administrative personnel pressure. The transfer of tasks between departments also poses challenges in terms of operational and receiving capacity.
Digital transformation is identified as the focus but there is still a large gap between goals and reality. Although there are more than 1,700 online public services provided, the online payment rate has only reached 46%, reflecting the hesitant psychology of people and businesses, as well as the lack of convenience in electronic processes.
It should also be noted that the practice of civil servants at the One-stop-shop Department working on behalf of people to complete online records still occurs, causing data on online records to not reflect the reality.
The province also noted a number of significant efforts, such as completing legal documents, improving administrative procedure control, and enhancing communication on administrative procedures. However, the change in awareness and behavior of the staff, as well as the level of initiative of people in using online public services, are still bottlenecks.
In the last 6 months of the year, Cao Bang aims to reduce at least 30% of the time for handling administrative procedures, promote digitalization and improve the capacity of civil servants. However, to achieve sustainable results, the province needs to focus more on implementation quality, instead of just chasing the number of documents or the task completion rate.
In 2024, Cao Bang is the province at the bottom of the administrative reform index ranking, reaching 82.95%.
