The Provincial People's Committee has just issued a plan on deploying the Competitiveness Assessment Index (DDCI) at the department, board, sector and local level in 2026, in order to continue to improve the investment and business environment and improve the quality of business services.
According to the plan, Cao Bang province aims to improve the responsibility of state management agencies in administrative reform, improve the quality of economic management and support businesses.
The results of DDCI will be the basis for units to assess, identify existing shortcomings and limitations and build solutions to overcome them.
In 2026, the province is expected to issue about 2,500 survey forms to businesses, cooperatives and business households operating in the area; striving to collect over 1,500 valid forms. The survey participation rate is expected to reach 60% or more.
The evaluating subjects include 17 provincial departments, boards, and branches and 22 Commune and Ward People's Committees.

The survey content focuses on 6 groups of component indices including: market entry, informal costs, time costs, fair competition, business and startup support, dynamism and creativity of the government.
The survey will be carried out through many forms such as online, sending forms by post, direct business interviews and actual observations at agencies handling administrative procedures.
According to the roadmap, the survey will take place in September and October 2026; the DDCI results for 2026 are expected to be announced before December 15, 2026.
The Provincial People's Committee requests that after announcing the results, departments, agencies, branches and commune-level People's Committees must develop plans to overcome low score indices within 30 days.
Thereby gradually improving the quality of management, towards building a transparent and effective administration and taking business satisfaction as a measure of service.
The Department of Finance is assigned to preside over the implementation of the plan; the Provincial Business Association coordinates to propagate and mobilize businesses to participate in surveys.
Local press agencies strengthen information about the purpose and significance of the DDCI Index and encourage the business community to actively respond and contribute opinions.
