On May 6, the Vietnam Federation of Commerce and Industry (VCCI) announced PCI in 2024.
VCCI Chairman Pham Tan Cong said that this is the final report with all 63 provinces and cities in the rankings, before rearranging provincial-level administrative units according to the Resolution of the Central Government officially implemented from the second half of this year.
The PCI 2024 rankings recorded Hai Phong as the top with 74.84 points. 7/10 areas of operation of Hai Phong are recorded by enterprises as having improved compared to 2023, including: Market entry, land access, transparency, informal costs, equal competition, dynamism of government and legal institutions and security and order.
Although Quang Ninh had an increase in points compared to the previous announcement period, it could not maintain the top position, with 73.2 points. Localities that have held high positions for many consecutive years such as Long An (72.64 points), Bac Giang (71.24 points) continue to be in the top group of the rankings. The top 10 has the appearance of Hung Yen for the first time.
With 68.38 points, Hanoi is ranked 24th in the 2024 Provincial Competitiveness Index PCI.

VCCI Chairman Pham Tan Cong shared that 20 years ago, from VCCI's initiative, PCI developed into a comprehensive, scientific and widely- vascular assessment system, becoming a reliable measure of the quality of provincial-level economic management.
PCI has contributed to empowering private enterprises to speak up, not only to reflect the current situation but also to promote reform, encourage competition between provinces and cities in the spirit of openness and innovation.
"In the current context, Vietnam is entering an aspirational transition period with an economic growth target of 8% in 2025 and maintaining double digits in the following years, PCI is not only an effective quality measurement tool, but also an important foundation for the high economic growth program," Mr. Pham Tan Cong emphasized.
PCI 2024 was the 20th announcement of VCCI and was also the last time there were 63 provinces and cities in the rankings, before implementing the process of rearranging the provincial administrative unit under the Central Resolution, will officially be implemented since the second half of 2025.
With the merger of provincial-level administrative units, the rearrangement of the local government apparatus to 2 levels and the reorganization of departments and branches of localities, in the coming time, improving the provincial-level business environment will have many new opportunities and challenges.
Analyzing the report, Mr. Dau Anh Tuan, Deputy General Secretary and Head of the VCCI Legal Committee, stated that provincial-level economic management continues to improve, with the trung tam score reaching 67.67 points, an increase of 1 point compared to 2023. This is also the 8th consecutive year that the country's PCI trung tam score has exceeded the 60 point mark - the threshold reflecting a favorable business environment.
In particular, this year, the Economic Operating Quality Index - which is the core index of the PCI ranking, reached 68.18 points, marking a continuous improvement since 2016. This is the result of the perseverance and reform compliance of many localities and the active supervision of the business community.
