According to the Department of Construction of Dong Nai province, for the Bien Hoa - Vung Tau Expressway component project 1 (represented by the Provincial Construction Investment Project Management Board), the current volume is only 51.52% of the contract value, 24.86% behind schedule and 12.48% behind component project 2 invested by Project Management Board 85, especially the volume of roadbed filling is still very large, about over 800,000m3. Dong Nai Provincial People's Committee informed that the investor and contractor have not yet had a solution, the risk of not completing the project's technical traffic opening on December 19 as directed by the Prime Minister is very high.
Mr. Duong Van Hieu - Deputy Director of the Department of Construction - said that as of October 30, 2025, the technical opening time is only 50 days, however, the implementation of construction still has not had much "breakthrough" progress in terms of the volume of construction items (especially embankment) with a large amount of unconstructed land, almost losing the ability to complete according to the commitments of the construction units. Therefore, it is recommended that the Provincial Project Management Board immediately implement the solutions requested by the Chairman of the Provincial People's Committee.
The representative of the Department of Construction also said that research and propose solutions for contractors to mobilize all resources with the highest determination of "no retracement, only forward" to "speed up" the completion of the remaining construction volume within 50 days and nights to ensure technical traffic opening on December 19, 2025 as committed.
In the face of the above situation, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc has issued a document requesting Mr. Dinh Tien Hai - Deputy Director in charge, Mr. Nguyen Linh - Deputy Director of the Provincial Construction Investment Project Management Board - to directly direct, operate and take full responsibility before the Provincial Party Committee, Provincial People's Committee and Chairman of the Provincial People's Committee for the progress, quality, volume and effectiveness of the implementation of the Bien Hoa - Vung Tau Expressway Component 1 project.
Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that the leaders of the Provincial Party Committee and the Provincial People's Committee have repeatedly affirmed that the completion of the project's technical traffic opening before December 19, 2025 is a political responsibility, an honor and prestige of Dong Nai province before the Prime Minister and the Ministry of Construction.
The Chairman of Dong Nai Provincial People's Committee also requested the Project Management Board to urgently add additional subcontractors, direct contractors to increase machinery, equipment, gather materials, and labor to speed up construction to compensate for the delayed progress. At the same time, direct contractors to strictly ensure traffic at existing overpass locations, construction material transport routes, ensure traffic safety, and environmental sanitation. For the Ho Chi Minh City Ring Road 3 construction project, the construction progress of the 3 packages has reached nearly 51% of the contract value (slow compared to the plan).
