Can Tho voters proposed that the Ministry of Construction soon complete the people's roads on both sides of the Lo Te - Rach Soi expressway section passing through Vinh Thanh commune (in Can Tho city), so that the traffic and travel of affected households along both sides of this road will be as convenient and safe as before the project.
After studying, the Ministry of Construction would like to answer as follows:
According to the road network plan for the period 2021 - 2030, vision to 2050 approved by the Prime Minister, the Lo Te - Rach Soi road is planned to have a scale of 6 lanes.
The Lo Te - Rach Soi road has been phased in investment and completed in 2021. Traffic organization is similar to expressways in the phased phase. Accordingly, only cars are allowed to circulate, motorbikes and rudimentary vehicles are prohibited.
Based on the current situation of residential areas along both sides of the route section passing through Vinh Thanh commune (about 9 km), the consensus of the locality, phase 1 of the Project has designed 1 intersection to connect to National Highway 802 and arranged about 3 km of residential roads on each side, connecting with local roads through underpasses under Ton Chat bridge and Ly Chieu bridge to serve the travel of motorbikes and rudimentary vehicles, meeting the travel and agricultural cultivation needs of people along both sides of the route.
In the past time, the Ministry of Construction (formerly the Ministry of Transport) has assigned the My Thuan Project Management Board to implement the project to upgrade the road surface of the Lo Te - Rach Soi route in Can Tho city and Kien Giang province (Project).
The project only invests in upgrading the road surface within the old road scope; invests in expanding existing emergency stopping sections and adding new emergency stopping sections to ensure a distance of about 4-5 km on the same vehicle direction; does not build additional service roads on both sides of the route. The project was completed in 2025, ensuring progress, goals and promoting investment efficiency.
Regarding the content of voters' recommendations in Can Tho city, the Ministry of Construction will study and report to competent authorities for consideration in the process of proposing investment to upgrade the Lo Te - Rach Soi route to a complete expressway according to the planning scale.
