On March 13, information from the Office of the Da Nang City People's Committee said that after listening to a report on the deployment of key traffic projects, Chairman of the City People's Committee Pham Duc An agreed on the necessity of building a high-speed urban route. This route plays a role in quickly connecting the city center area with the Southern Urban Area (Tam Ky - Chu Lai axis).
Regarding the route direction and cross-section scale, city leaders basically agreed with the proposed content of the Department of Construction and the Management Board of Priority Infrastructure Investment Projects. Regarding the investment phasing plan, the city is studying a plan that will initially invest from 4 - 6 lanes. When traffic volume increases in the future, the project will be synchronously invested in the entire road cross-section according to the plan to ensure connectivity and long-term vision.
One of the highlights of the project is the application of the urban development model associated with public transport (TOD). The Chairman of the City People's Committee requested that the scale of TOD areas be carefully calculated, ensuring effective exploitation of land funds and in accordance with the current terrain and population conditions.
In particular, the land use planning plan in TOD areas will prioritize places with favorable natural conditions, maximizing landscape advantages and space facing the Truong Giang River. City leaders also noted that planning research must ensure connectivity between functional areas of the urban center.
To ensure progress, site clearance will be carried out synchronously and comprehensively throughout the route and the TOD areas according to the plan, avoiding fragmented and small-scale investment.
To soon realize the project, the Chairman of the City People's Committee assigned the Infrastructure Investment Project Management Board to prioritize being the Investor of the Inland Expressway project from the city center to Chu Lai.
At the same time, assigning the Department of Construction to preside over and coordinate with the Department of Finance and related units based on the agreed route direction and cross-section to immediately update it into the city plan and related specialized plans.
The Project Management Board is responsible for urgently coordinating with departments and branches to deploy investment preparation work in accordance with regulations. The proposed investment plan must ensure synchronization between the route and urban development areas along the route (including TOD areas) to submit to competent authorities for consideration and decision as soon as possible.
