Accordingly, the appraisal and approval of the project's feasibility study report is expected to be completed in August 2024. However, to date, the environmental impact assessment report has not been approved and the appraisal has not been completed.
Regarding the appraisal and approval of environmental impact assessment reports, it is awaiting approval from the Ministry of Natural Resources and Environment. In addition, the appraisal work of specialized construction agencies is also being delayed due to difficulties in total investment.
According to the representative of the Ninh Binh Provincial People's Committee, the reason for the slow implementation of procedures to implement the Ninh Binh - Hai Phong Expressway Project through Ninh Binh Province compared to the set schedule is because this is a large and complicated project with a huge amount of appraisal work, requiring more time to review, evaluate, and clarify the contents to ensure compliance with regulations.
In addition, at the time of submitting the project's feasibility study report for appraisal on July 12, 2024, the items of ITS, ETC, and dynamic load testing stations were not included, but during the appraisal process, the Vietnam Expressway Administration commented that some items needed to be added.
"The Ninh Binh Provincial People's Committee has directed the Ninh Binh Provincial Department of Transport (project investor) to complete the dossier, submit for additional appraisal of the above items and seek opinions from relevant agencies under the Ministry of Transport. The Ninh Binh Provincial Department of Transport is also proactively coordinating with the agencies that are asked for opinions to have a basis for the Vietnam Expressway Administration to synthesize and complete the appraisal results" - said a representative of the Ninh Binh Provincial People's Committee.
The Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province, has a length of 25.3 km; the starting point is at Mai Son intersection connecting with the North - South expressway in the East (in Mai Son commune, Yen Mo district), the end point is at the Day River overpass connecting the two provinces of Ninh Binh and Nam Dinh (in Khanh Cuong commune, Yen Khanh district).
The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people, and 3 interchanges.
The total land use demand of the project is nearly 200 hectares, of which, the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; the land in the hamlet is 2.1 hectares; the rice land is 14.4 hectares; the aquaculture land is 6.1 hectares and the cemetery land is 1.7 hectares.
The project passes through Yen Khanh and Yen Mo districts (Ninh Binh). Currently, Ninh Binh province is directing localities to coordinate with investors and related units to carry out the work of establishing, appraising, and approving the feasibility study and technical design of the project. Construction will start in 2024. The total investment of the project is 6,865 billion VND, with the implementation period from 2024 to 2029.
