On the morning of September 2nd, the last day of the National Day holiday, the HCMC - Long Thanh - Dau Giay expressway is still organizing two-way traffic for vehicles.
According to records, vehicles from Ho Chi Minh City to Dong Nai and vice versa are still allowed to circulate normally on the expressway. Traffic police forces are arranged to monitor and regulate traffic, ready to handle situations arising when the number of vehicles increases.
Previously, the Traffic Police Department of Ho Chi Minh City Police had developed a traffic organization plan on the Ho Chi Minh City - Long Thanh - Dau Giay expressway on September 2nd to proactively clear a large number of vehicles from Dong Nai, the old Ba Ria - Vung Tau area and the Central provinces back to Ho Chi Minh City.
According to the plan, from 5:00 AM to 12:00 PM on September 2nd, in case conditions are met and the traffic volume towards Ho Chi Minh City increases, functional forces can temporarily stop vehicles going in the direction of Ho Chi Minh City - Dong Nai, organizing one-way traffic in the direction of Dong Nai - Ho Chi Minh City.
The switch to one-way traffic is to take advantage of the remaining capacity of the road direction from Ho Chi Minh City to Dong Nai to increase the traffic flow for vehicles returning to the city, thereby limiting the risk of prolonged congestion.
The plan also requires functional forces to only deploy when the traffic volume towards Ho Chi Minh City increases and fully ensure safety conditions. The traffic situation will be monitored regularly to adjust or terminate the plan when necessary.
If the plan is implemented, vehicles from Ho Chi Minh City to Dong Nai will not be allowed to continue on the expressway at the An Phu intersection area and the Vo Chi Cong - Phu Huu roundabout area.
In the central area of Ho Chi Minh City, Saigon River tunnel and Mai Chi Tho street, vehicles going to Dong Nai are guided according to alternative routes such as Mai Chi Tho - Vo Nguyen Giap - Dong Nai bridge or Mai Chi Tho - Dong Van Cong - Nguyen Thi Dinh - Cat Lai ferry - Dong Nai.
For vehicles from Vo Chi Cong, Phu Huu roundabout and surrounding areas, alternative directions include Vo Chi Cong - High-Tech Park - Vo Nguyen Giap - Dong Nai bridge or Vo Chi Cong - My Thuy roundabout - Nguyen Thi Dinh - Cat Lai ferry - Dong Nai.
Functional forces will divert traffic from afar at intersections, limiting vehicles from gathering to turn around and stop to wait at the An Phu intersection and Phu Huu roundabout area.
In the opposite direction, vehicles from Dong Nai to Ho Chi Minh City are prioritized for traffic on the expressway. When entering Ho Chi Minh City, functional forces will disperse vehicles through Ring Road 2, Ring Road 3, Vo Chi Cong and connecting roads, limiting the entire flow of vehicles to An Phu intersection.
The Traffic Police Department arranges forces at road closing points, traffic diversion, traffic regulation and patrol and control on expressways, expressway access roads, Mai Chi Tho, Vo Chi Cong, Vo Nguyen Giap and related routes.
The plan is built on the basis of forecasting that the number of vehicles returning to Ho Chi Minh City will increase rapidly from about 3 pm on September 2, peak from 4 pm to 10 pm, possibly lasting until 12 pm.
According to the Traffic Police Department, one-way traffic organization can only be implemented when the actual situation meets the conditions according to the plan. The forces will base on the traffic flow, vehicle speed and congestion developments to decide on deployment, adjustment or termination.
