According to the initial plan, 3 component projects of the Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh expressway are expected to open to traffic on the night of February 12 to serve the travel needs of people during the Binh Ngo Lunar New Year 2026.
However, the management unit assessed that when the road is put into operation, a sudden increase in vehicle traffic may appear, posing a potential risk of traffic unsafety. In particular, the handling of situations such as collisions, congestion, traffic jams... needs to be carefully prepared.

To ensure safety and synchronization in the operation of expressways, Project Management Board 85 and Project Management Board 2 (Ministry of Construction) have temporarily suspended the plan to open traffic on the night of February 12 for these 3 expressways.
During an inspection of component projects of the North-South expressway in the east through the South Central region (Quang Ngai, Gia Lai, Dak Lak) on March 1, Prime Minister Pham Minh Chinh requested the Ministry of Construction to direct investors and agencies and units to urgently complete acceptance procedures and put into operation the sections of the route that have completed construction before March 10.
However, currently all 3 expressway component projects mentioned above have not been able to be opened to traffic and put into operation as directed.
At the component project of the Quang Ngai - Hoai Nhon expressway, the section south of the Binh De tunnel, many items are still not completed. Workers are deploying the installation of safety barriers...
Representatives of Project Management Board 2 (investor of the Quang Ngai - Hoai Nhon expressway section) said that the unit is coordinating with functional agencies and the Traffic Police Department to complete the necessary procedures to soon put the project into operation according to the Prime Minister's direction.
According to this representative, the project's infrastructure structure is basically completed, but the procedures and dossiers serving exploitation, operation, and ensuring traffic safety have not been completed, so the opening time must be postponed.
Regarding the timing of putting the project into operation, representatives of Project Management Board 2 said that when the related procedures are completed, traffic will be opened immediately, but no specific expected timeline has been given.
Representatives of Project Management Board 85 (investor of Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh expressway projects) said that package 11-XL of these 2 route sections has been basically completed. Packages 12-XL and 13-XL are currently continuing to install traffic safety systems and handle some landslide taluy slopes.
According to the Prime Minister's direction, these 2 projects must be put into operation in March. Currently, the unit is completing related procedures, if favorable, it can be put into operation after March 20.
The North - South expressway in the east phase 2 through the South Central region includes 4 component projects: Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh and Chi Thanh - Van Phong, with a total length of about 286km, total investment of about 66. 270 billion VND.
In which, the component project Quang Ngai - Hoai Nhon is more than 88km long, with a total investment of over 21,0000 billion VND, passing through Quang Ngai province is about 60.3km long and through Gia Lai province is about 27.7km.
The component project Hoai Nhon - Quy Nhon is more than 70km long, with a total investment of over 12,400 billion VND.
The Quy Nhon - Chi Thanh component project is nearly 62km long (excluding 5.1km through Cu Mong tunnel), passing through Gia Lai province about 20km and Dak Lak more than 42km, with a total investment of more than 14,800 billion VND.
