The most difficult item is almost done
With a total investment of nearly 590 billion VND, the road bridge project under the Duong River waterway upgrade project (invested by the Railway Project Management Board - Ministry of Transport) when completed will help improve traffic conditions connecting across the Duong River on the main artery north of Hanoi.
The project starts at the old Duong bridge intersection on Ngo Gia Tu street, Long Bien district; ends at the intersection between Ha Huy Tap street and Phan Dang Luu street, Gia Lam district, about 100m downstream from the old Duong bridge.
The road bridge across the Duong River started construction in July 2023. In September, the contractor began construction on site.
Lao Dong's report on January 8 shows that after 16 months of construction, many items of the road bridge project across the Duong River have taken shape: Pillar T4 has almost reached the bridge deck elevation; Pillar T5 is in the final stage. According to the current progress, in just 1 month, the most complicated parts of the Duong River bridge will be completed, ensuring compliance with requirements.
The contractor representative said that the total project volume has reached more than 35%. Although there were some difficulties during the construction process such as complex geology of the construction area, and the need to carry out construction while ensuring water transport activities under the river when passing through the construction site... the construction unit and contractor still ensured the progress with the land area assigned by the investor.
Currently, the Duong Bridge project still needs to build 3 piers, 2 abutments and the approach roads at both ends of the bridge before completing the bridge deck, towers and cables. However, the implementation of the road bridge depends entirely on the progress of site clearance.
3 years behind schedule
To implement the project, in addition to the land area managed by the localities, Hanoi City must reclaim about 5 hectares of land from about 130 households, of which 110 cases must be resettled. Up to now, the contractor has only received a part of the land area as public land.
"According to the approved design, the project is constructed using the cantilever method (technology for constructing prestressed reinforced concrete bridge span structures by casting concrete beams consecutively from two sides), so when the bridge piers are completed but there is no ground, it is impossible to continue construction of other items" - said a representative of the Railway Project Management Board, Ministry of Transport.
According to the representative of the Railway Project Management Board, the delay in approving the sub-project of site clearance and resettlement is the reason why the project implementation progress is behind schedule.
On October 4, 2024, the Hanoi People's Council passed a resolution allowing the Hanoi People's Committee to invest in the resettlement project. According to the plan, the resettlement project will be implemented in the period of 2026-2028.
With the above progress, the road bridge of the Duong River waterway upgrade project will be at least 3 years behind the approved schedule of completion in 2025. The project's delay risks leading to increased investment capital and ineffective investment.
