Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development, Head of the Steering Committee chaired the meeting. Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De attended and chaired at Nghe An bridge. Also attending were Director of the Department of Agriculture and Rural Development Phung Thanh Vinh; leaders of relevant sectors, units and localities.
The Ban Mong Reservoir Project is built on the Hieu River, with a reservoir area of 25 square kilometers, mainly located in Quy Hop district (Quy Chau, Nghia Dan, Nghe An province) and part of Nhu Xuan district (Thanh Hoa province).
The unit project is located in Yen Hop commune, Quy Hop district. Ban Mong Reservoir Project Phase 1, Nghe An province has a capacity of 225 million m3, 8 water pumping stations along Hieu river and a 45MW hydropower plant.
Phase 1 of the project has a total estimated investment of 5,552 billion VND, allocated from the state budget. In 2010, the project was started, with the Irrigation Construction and Investment Management Board 4 as the investor of the unit project cluster and the Department of Agriculture and Rural Development of Nghe An as the investor of the compensation, support and resettlement component.
The project was approved by the Prime Minister to adjust the investment policy in Decision No. 1248 dated October 26, 2023; the Minister of Agriculture and Rural Development approved the adjustment of the investment project in Decision No. 532 dated February 7, 2024.
According to the report of the Department of Agriculture and Rural Development of Nghe An, the current site clearance work of the reservoir ensures the set progress. For the downstream of the auxiliary dam III, the compensation elevation has been determined, and the survey outline and measurement records are currently being prepared. After the outline is approved, the bidding plan will be requested for approval; the selection of a consulting contractor will be organized to prepare the records; the counting and approval of the compensation and payment plan will be carried out.
Regarding the Chau Binh Drainage Canal project, the bidding part has been basically completed with the accepted and paid value of 95%. The land clearance of the reservoir area below the elevation of +71.86 is still 29.3 hectares that have not been handed over. The land clearance part to prevent flooding at the tail of the Chau Binh Drainage Canal has not been implemented because the canal treatment plan has not been selected and there is not enough funding...
Speaking at the meeting, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep assessed that after the second meeting of the Steering Committee, Nghe An province has done a lot of work in the past time, but to ensure the completion of all the work content of phase 1 of the project in 2025, there are still many things to be solved and more efforts must be made to ensure progress requirements.
Deputy Minister Nguyen Hoang Hiep noted some contents in implementing site clearance work and adjusting some project construction items.
