The project is completed but lacks lighting
According to the People's Committee of Dong Thanh Ward (Dong Ha City, Quang Tri Province), the Hieu River cable-stayed bridge and Hieu River bridge in the ward have been completed for a long time, but up to this point the lighting system has not been put into use. In particular, the approach roads to the two ends of the Hieu River bridge have not been completed, causing a number of traffic accidents.
It is known that the Hieu River cable-stayed bridge project belongs to the Urban Development Project along the Mekong sub-regional corridor, with a total investment of more than 200 billion VND. The project has been completed, but there is currently no road connecting the two ends of the bridge. To construct the road connecting the two ends of the bridge, an investment capital of more than 170 billion VND is needed, but the project has not yet been implemented.
For the power system of the Hieu River cable-stayed bridge, the People's Committee of Quang Tri province will assign the People's Committee of Dong Ha city to manage, operate and maintain the traffic light, traffic lighting, and artistic lighting items; the Department of Transport will manage, operate and maintain all remaining items of the bridge. After completing the handover, the People's Committee of Dong Ha city will put this item into operation.
The Hieu Song Bridge project has a total investment of 588.796 billion VND, implemented since 2010, and has completed and put into operation 4.68/5.94km. The remaining 1.26km section has been basically completed, and the Provincial Construction Investment Project Management Board is currently implementing a number of procedures to hand over and put into use.
Mr. Nguyen Thanh Binh - Director of the Provincial Construction Investment Project Management Board said that according to the approved design, the Hieu River bridge project does not have a lighting system on the entire route, if the lighting system is added, the construction cost will exceed the total investment.
To ensure traffic safety, the Traffic Safety Committee of Quang Tri province has proposed to the People's Committee of Quang Tri province for investment policy, solutions and is being considered.
The house cracked due to construction but has not been compensated
Since 2012, the Hieu River Bridge and the road at both ends of the bridge have been under construction, and by 2018, they will be basically completed and put into use. During the construction process, 15 houses of households in Dong Thanh ward on both sides of the North Hieu Bridge service road showed cracks.
The project investor is the Quang Tri Provincial Investment and Construction Project Management Board and units have inspected, assessed the damage and determined that the households have suffered losses of 280 million VND.
Due to lack of capital, the project was delayed, while the budget was only prioritized for repayment of outstanding debts, which could not be extended, leading to the end of the package insurance period, causing a shortage of support and compensation sources for people. In addition, 15 households with cracked houses due to bridge construction are outside the project scope and land acquisition area, so compensation has not been considered. Therefore, the Provincial Construction Investment Project Management Board has sent 7 documents to the Provincial People's Committee, the Provincial Department of Transport and relevant departments and units to propose a handling plan.
The People's Committee of Quang Tri province has assigned relevant units to study, agree on the plan, and advise the People's Committee of Quang Tri province to consider and resolve it completely. Despite such instructions, households have not yet been compensated to repair their houses and stabilize their lives.
