Ending the nearly 80 billion VND sea dike project in Binh Dinh due to failure to withstand big waves

Binh Dinh - On May 22, Chairman of the Provincial People's Committee Pham Anh Tuan agreed to terminate the implementation of the project "Repairing the Tam Quan coastal embankment and embankment to prevent erosion".

The Chairman of Binh Dinh Provincial People's Committee assigned Hoai Nhon Town People's Committee to organize the implementation of procedures and settlement of the project in accordance with regulations. The payment budget will be arranged by the local budget, not using the provincial budget.

The project has a total length of more than 2.3km with a total investment of nearly 80 billion VND, invested by the People's Committee of Hoai Nhon town. SPQD Construction Investment Consulting Joint Stock Company is the design unit; Irrigation Technology Consulting and Transfer Center is the inspection unit; Tan Lap Company Limited (Binh Dinh) is the construction and Binh Dinh Investment and Development Consulting Company Limited is the supervision unit.

The project was implemented from 2015 to 2017, with the goal of preventing serious landslides in the Tam Quan coastal area, protecting the safety of local people. However, in December 2016, high tides collapsed 4 sections of the embankment with a total length of 282m. By 2018, an additional 672m of embankment continued to be severely damaged.

Faced with this situation, in 2017, the People's Committee of Binh Dinh province approved more than 12 billion VND to repair the damage. Despite spending a lot of money to repair it, the project still could not withstand the big waves and continued to damage.

According to the leader of Hoai Nhon town, the locality is proposing to the Ministry of Agriculture and Environment to invest in the overall project on infrastructure for the regional storm shelter area in Tam Quan, with a total investment of more than 470 billion VND. This project will integrate a solid breakwater, ensuring long-term safety for the coastal area.
