The People's Committee of Dak Nong province has just issued an official dispatch directing relevant units to urgently disburse capital for the National Target Program on Sustainable Poverty Reduction in 2024.
As of early November 2024, the disbursement results of capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Dak Nong province only reached 50% of the total capital allocated for the 3 years 2022-2024.
Of which, the disbursed capital in 2022 reached 79%; the disbursed capital in 2023 reached 57%; the newly disbursed capital in 2024 reached 24%.
According to the People's Committee of Dak Nong Province, one of the main reasons for the low disbursement rate is that officials still avoid responsibility and are afraid of making mistakes.
Coordination between agencies is still lacking in closeness and leadership, direction, inspection and supervision. Agencies and units lack determination and closeness, especially the role of leaders of some units and localities.
Furthermore, many localities are slow in planning capital disbursement and project implementation, especially for career capital to implement livelihood and housing projects (disbursement of career capital in 3 years only reached 22.8%); not timely supporting people who benefit from resources from the projects.
The Provincial People's Committee directed departments, branches and People's Committees of districts and cities assigned capital to urgently speed up progress and resolutely disburse 100% of capital sources in 2022 and 2023 that have been transferred to 2024. For capital sources in 2024, it is determined to disburse 95% of assigned capital sources.
Dak Nong province assigned the Department of Labor, War Invalids and Social Affairs (the agency in charge of the Program) to strengthen inspection, supervision, and guidance on implementation; proactively resolve difficulties and problems of units and localities.
In case of exceeding authority, the Department of Labor - Invalids and Social Affairs shall report to the Provincial People's Committee through the Department of Planning and Investment for synthesis, consultation and resolution.
