Many sandbags were temporarily reinforced to replace the breakwater after the incident of villas collapsing due to sea waves hitting them, and now they have been torn, drifted, and deployed in many directions.

A leader of the Ha Tinh Department of Construction said that the Ha Tinh Provincial People's Committee has just issued a document requesting to focus on implementing a number of tasks related to a series of villas at the Xuan Thanh Service and Guesthouse Project that collapsed during storm No. 10 in 2025.
In which, requiring investors to focus resources to implement incident remediation before April 30, 2026, ensuring completion before the 2026 rainy and storm season; conduct acceptance of project incident remediation results in accordance with regulations.
In case of delays in overcoming project incidents leading to related consequences, investors must bear full responsibility before the law," according to the direction of Ha Tinh Provincial People's Committee.

Previously, the Ha Tinh Department of Construction reported the results of the appraisal and assessment, determining the cause of collapse of many villas at the Xuan Thanh Service and Guesthouse Project.
Accordingly, the Ha Tinh Department of Construction determined that at the project, the investor, Hong Lam Xuan Thanh Joint Stock Company, built 428 m of sea dyke according to construction permit No. 40, and actual inspection showed that this dyke was still stable and not collapsed. With 850 m of sea dyke licensed by the Department of Construction No. 38, construction has not been carried out.
With 884 m of seawall that has been constructed without a permit from the Department of Construction collapsing, the length is 832 m.
Ha Tinh Construction Quality Inspection Center determined that the project collapsed and was damaged at the time of storm No. 10 (late September 2025) but unfavorable weather conditions were within the scope of calculation according to current regulations and standards.
Ha Tinh Department of Construction pointed out that because the investor did not construct embankment item number 38. In the unlicensed embankment part, construction with designs not ensuring load-bearing conditions was the main cause of collapse.
The embankment construction process has not fully complied with the construction drawing design documents. Ha Tinh Department of Construction also determined that the investor must bear full responsibility for overcoming the consequences of the incident.
The Department of Construction proposed that the Ha Tinh Provincial People's Committee request the investor to urgently construct the sea dyke that has been licensed by the Department of Construction, ensure safety for the works behind the sea dyke and complete the dossiers and procedures according to current regulations.

Demolish damaged construction items of 16 houses in Villas; must assess and monitor the tilt, subsidence of houses, cracks in built walls for a certain period of time to have a basis for long-term project safety assessment for 7 other houses in Villas that have been affected.
Request the investor and relevant units to urgently organize the dismantling of damaged, collapsed, and unrepairable works to ensure safety, security and order in the locality. The time to implement the remediation of incident consequences is no more than 6 months.
