According to the Department of Justice, in the process of performing state management functions and receiving feedback from people, in some agencies, units, localities and educational institutions, there is still a situation where when receiving dossiers, people are required to submit certified copies or copies from the original book.
This practice not only causes inconvenience, time and costs for people, and waste for society, but also creates pressure and overload for commune-level People's Committees in notarization work," according to the Ha Tinh Department of Justice.
To overcome the above situation, the Department of Justice requests the Department of Education and Training, People's Committees of communes and wards to immediately rectify the receipt of dossiers at educational institutions under their management.
In case the law stipulates the submission of copies, the agency or organization is responsible for receiving the copies, and is not required to request certified copies but has the right to request the presentation of the original for comparison.
The comparison person is responsible for confirming the accuracy of the copy compared to the original. Educational institutions are only allowed to request people to submit copies from the original book or certified copies when there are no originals for comparison; they are not allowed to refuse to receive certified copies, unless there are grounds to determine that the document is fake or invalid.
Strengthen propaganda, dissemination, thorough understanding and strict implementation of regulations on issuing copies from original books, certifying copies from originals, certifying contracts and transactions; rectify the situation of abusing the requirement to submit certified copies of papers and documents when carrying out administrative procedures.
