According to Lao Dong, at about 3:50 a.m. on June 18, the Department of Investigation Police on Corruption, Economic Crimes, Smuggling, and Environment (Son La Provincial Police) coordinated with Market Management Team No. 1 (Market Management Department of Son La Province) to inspect a passenger car with license plate: 25F-002.09 running on the Hanoi - Dien Bien route, when the vehicle was stopping to return goods at Group 3, Chieng Sinh Ward, Son La City.

The authorities discovered that the vehicle was transporting 5 foam boxes containing 476kg of frozen animal organs and other products, giving off a foul smell and without invoices or documents proving their origin.

Driver Luong Van Chinh, born in 1993 (residing in Dien Bien Phu City, Dien Bien Province), admitted that the above goods were transported from Hanoi to deliver to customers in Son La.
