Openly scooping up soil
Receiving feedback from the people, Lao Dong Newspaper reporters were present in Cu So village (Lamach commune, A Luoi district, Hue city). Along the Ho Chi Minh road through Cu So village, the reporter discovered a hill where a large area was dug up by mechanical machinery, the traces of which were still very new.
Not far away, right next to Ho Chi Minh Road, the reporter caught an excavator with many trucks brazenly "cutting" the hills. The excavator transferred soil to trucks with license plates 75C-075.33, 75C-130.30, 49C-020.90, 75C-111.81 and 75C 058.00. After filling the soil, these vehicles lined up, continuously moving to dump soil at a construction site about 1km away.
A man living in Cu So village - believed to be the hill manager - said that the hill of land belonged to his family and was previously used to grow acacia trees. Recently, a construction unit of a nearby inter-commune road came to negotiate to buy land for 15 million VND.
"They paid to get the land, I found it reasonable, both sides benefited so I agreed" - this man admitted. A resident living near the area said that the excavation and transportation of soil has been going on vigorously for many days now, causing noisy engine sounds and soil falling all over the road, creating dust and flying everywhere, affecting road users and people's lives.
Talking to PV Lao Dong Newspaper, the leader of the People's Committee of Lam Dua commune confirmed that there was a preliminary grasp of information about the situation of hilly land to carry in the inter -commune road project from Lam Dat to Dong Son. However, due to the district's investment competence, the commune did not know the details, and the construction unit as well as the people did not notify the commune authorities about scooping the land.
According to the reporter's records, the hill that was poured into the project is the inter-commune traffic road project from Lam much to Son Dong commune, invested by the A Luoi District Investment and Construction Project Management Board. The project has a total investment of more than 23 billion VND, from the National Target Program on Sustainable Poverty Reduction.

Fine the contractor
After receiving feedback from the Lao Dong newspaper PV, the representative of the Management Board of Construction Investment Project in A Luoi district affirmed that the scooping hill land to embankment is wrong, not in the estimate and design. Leaders of the Department of Agriculture and Environment of Hue City also affirmed that in Lam Dat commune, there was any land mine that was licensed to exploit. "The scooping the soil from the hill to apply into the project is completely violating the law" - the leader of the Department of Agriculture and Environment emphasized.
The People's Committee of A Luoi district requested the investor, the supervision consultant and relevant agencies to seriously review and clarify the responsibility for the construction unit, Thanh Dat Joint Stock Company, illegally exploiting minerals (collecting land for leveling) to construct the road from Lam Chep commune to Dong Son commune (A Luoi district).
Through investigation, on April 10, the People's Committee of A Luoi district (Hue city) announced that it had issued Decision No. 793, fining Thanh Dat Joint Stock Company VND 90 million related to the reflection from the article "Leaking illegal land to build national target projects in Hue" of Lao Dong Newspaper. Thanh Dat Joint Stock Company (headquartered at No. 43 of Road No. 6, An Cuu City New Urban Area, An Dong Ward, Thuan Hoa District, Hue City) was fined for exploiting minerals for common construction materials (filling soil) without a mineral exploitation license from a competent state agency.
The People's Committee of A Luoi district determined that, in the process of verification and handling, Thanh Dat Joint Stock Company voluntarily declared, actively coordinating the authorities. In addition to the aforementioned fines, the Company is forced to take measures to renovate and restore the environmental environment, bringing the exploitation area to the safety state and returning the illegal benefits obtained due to the violation of the amount of more than 77 million VND. Thus, the total amount of Thanh Dat Joint Stock Company was fined is more than 167 million.
