Dreams are about to come true
The two villages of Phang Cu and Hang Chua (Sang Nhe commune, Dien Bien province) currently have about 150 households with over 700 people, mainly ethnic minorities.
For many years, due to the lack of national grid electricity, people's lives, production, and learning have faced many difficulties. Access to information and application of science and technology in production are also very limited.
Starting from that reality, along with the policy of the Ministry of Public Security on linking security and order assurance with social security, Dien Bien Provincial Police has implemented an investment project in a household electricity system in Sang Nhe commune.

This project was officially started on January 8, chaired by the Provincial Police, in coordination with sponsors AIT Information Technology Application and Development Joint Stock Company and GELEX Group.
The project scale includes a 35kV medium-voltage power line about 4km long with 48 pole positions, 2 substations and a 4.4km long low-voltage power line system, supplying electricity to nearly 200 meters.
Mr. Sung A Khai - Head of Phang Cu village, Sang Nhe commune said: "Hearing the news that the Ministry of Public Security is investing in electricity, everyone is excited. Since seeing machinery gathered in the village and roads leveled, we believe that the dream of having electricity is about to come true.
And Mr. Sung A Luc (Hang Chua village, Sang Nhe commune) said: "With electricity, children and grandchildren learn better, and the family can use machinery to do business. People are very grateful to the Party, the State and the Police force for their concern for the villagers.
Racing against time for people to have electricity to welcome Tet
To ensure a "lightning-fast" progress, Dien Bien Provincial Police mobilized all forces with the motto "doing as much as possible".
More than 50 turns of officers and soldiers of the Mobile Police Department (PK02), Sang Nhe Commune Police and 35 soldiers of the Northwest Mobile Police Regiment (E24, K02 - Ministry of Public Security) have been mobilized, regularly present at the construction site to support construction.


Lieutenant Colonel Tran Quoc Dam - Deputy Head of PK02 Department said: "The construction terrain is mainly high hills and mountains, steep slopes, long roads for transporting materials, and harsh weather.
However, the forces have closely coordinated, both directly erecting poles and pulling ropes, and ensuring security and order. We are determined to stick to the schedule every day to bring electricity to the village as planned.
Recorded at the scene, the working atmosphere in the days leading up to Tet was extremely urgent. By the end of January 14, all main items had reached and exceeded the plan.
The 35kV medium-voltage line has completed 100% of the foundation and erected poles. From January 16, forces have entered the wiring phase - the key stage determining the project progress.
Representative of the sponsoring and construction unit, Mr. Pham Van Quynh - AIT Company - said that the unit has mobilized manpower and machinery to level the ground since the beginning of January, determined to work with the police force to complete the project on schedule, ensuring quality and absolute safety.

According to the plan, the project will be completed and energized before February 3, 2026. This is a particularly meaningful time, just right for the 96th anniversary of the founding of the Communist Party of Vietnam and the Binh Ngo Lunar New Year.
When the project is completed, nearly 150 households in the two villages of Phang Cu and Hang Chua will be able to celebrate Tet in the light of the national power grid for the first time.
