To support aquaculture households affected by damage, Quang Ninh implements Decree 02/2017/ND-CP of 2017 of the Government on Mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
Conditions for support: Production must not be contrary to local government planning. Initial registration and declaration must be confirmed by the commune-level People's Committee for aquaculture.
According to the Decree, most aquaculture households in Quang Ninh are not eligible for support. The reason is that aquaculture farmers have not yet implemented marine aquaculture planning.
To help people, many localities have reviewed and approved the granting of aquaculture water to each household.
According to the aquaculture planning, Quang Yen town has about 800 hectares. Up to now, 710 households have been approved for aquaculture water surface. The town has also decided to allocate water surface to over 500 households, and has allocated in the field to over 400 households with a total area of over 220 hectares.
Mr. Tran Duc Thang - Chairman of Quang Yen Town People's Committee - said: In addition to allocating water surface areas to households, Quang Yen is mobilizing social resources to support households with qualified plastic buoys. One difference in Quang Yen when raising oysters in winter is that the salinity in some water areas is high, farmers have to move oyster platforms to temporary water areas to ensure safety for oysters to grow. The town People's Committee has assigned specialized departments to closely monitor and support people in recovering aquaculture after the storm.
According to a report from the Department of Agriculture and Rural Development of Quang Ninh, after 4 months of Typhoon Yagi, aquaculture activities in the whole province have been restored. The inland farming area of the whole province is about 32,092 hectares, of which the industry is focusing on raising white-leg shrimp in the third crop with a farming area of nearly 2,000 hectares in time for Tet.
Regarding marine aquaculture, licensing of aquaculture water surface has been promoted by coastal localities. Up to now, 4 localities in the province have allocated marine areas to organizations and individuals for aquaculture with a total area of over 8,790 hectares in Quang Yen, Van Don, Cam Pha and Hai Ha.
According to forecasts by authorities, the damage caused by Typhoon Yagi is so great that it will not be until the second quarter of 2025 that marine aquaculture facilities will basically complete their infrastructure and go into stable production.
