According to the plan, giving gifts on the occasion of National Day 2.9 aims to propagate and educate revolutionary traditions, patriotism, and national pride; at the same time, raise awareness and responsibility of all levels, sectors and people of the capital in the cause of building and defending the Fatherland.
This is also an opportunity for the city to express its deep gratitude, care for the material and spiritual life of people with revolutionary contributions, and contribute to the good implementation of social security policies.
The total number of gifts is 118,035, with a total estimated cost of more than 187 billion VND.
Specifically, the gift level for individuals is divided into 3 groups:
Level of VND 5,000,000/person: Applicable to Vietnamese Heroic Mothers; Revolutionary activists before January 1, 1945; Revolutionary activists from January 1, 1945 to before the August Revolution of 1945.
Level of VND 2,000,000/person: Dedicated to Heroes of the People's Armed Forces, Heroes of Labor during the resistance period; War invalids, type B war invalids, people enjoying the same policy as war invalids with a body injury rate of 21% or more; sick soldiers with a injury rate of 41% or more; people with meritorious services to the revolution are awarded the Medal "Fatherland's Merit" or the Certificate "Credited for the country"; relatives in the family are awarded similar forms of recognition.
Level of VND 1,000,000/person: Applicable to representatives of martyrs' worship.
The city also gives gifts to outstanding collectives and individuals:
19 typical units, each worth 16,000,000 VND. These are revolutionary institutions awarded the title of "D punition for Merit to the State" or "Celebration of Medals for helping the revolution in the resistance war" by the State in some communes and wards; NCC nursery and nursing center; Representative Board of revolutionary soldiers imprisoned by the enemy; Association of victims of Agent Orange in the City; Hanoi Funeral Service Board, Martyrs' cemeteries management boards; Center for care, nurturing and treating victims of Agent Orange/dioxin.
252 outstanding personal gifts, for those who have made special contributions to revolutionary activities and social work.
The Hanoi People's Committee assigned the Department of Home Affairs to preside over and coordinate with relevant departments, branches and People's Committees of districts, communes and wards to organize inspections and supervise the process of visiting and giving gifts, promptly detect and strictly handle violations in the process of implementing policies.
The City People's Committee requires localities to organize the implementation of giving gifts to the right subjects, openly, democratically and transparently. At the same time, strictly implement the preferential policies and regimes of the Party and State for NCC, contributing to spreading human values, strengthening people's trust in the gratitude policy. Cases of violations and taking advantage of policies will be strictly handled according to regulations.
