Details of accommodation plans for 500-700 cadres from Bac Lieu to Ca Mau after the merger

When the two provinces are merged, it is expected that about 500-700 cadres, civil servants and public employees will have housing needs when moving from Bac Lieu to Ca Mau to work.

According to the Steering Committee for the merger of Bac Lieu and Ca Mau provinces, the total number of cadres of Party agencies, authorities, fronts and provincial-level organizations in Bac Lieu province is currently 1,142 people and 3,645 civil servants. Of these, only cadres, civil servants and a small number of public employees may have to move their workplaces to Ca Mau province (most health and education workers will not change their workplaces).

In the following years, the number of cadres may decrease due to continuing to perfect the apparatus and reaching retirement age, some cadres finding their own houses, ... at the same time, some new cadres from branches in Bac Lieu may continue to be transferred, from some communes transferred to the province to need housing support, some other cadres of the province who need public housing, ...

The number of people in need of housing support immediately upon the merger of provinces is expected to be about 500-700 people in 2025-2026, accounting for about 50% of the total number of cadres transferred to Ca Mau to work regularly upon the merger.

Ca Mau province plans to arrange accommodation for 500 people divided into different groups of positions. The Standing Committee of the Provincial Party Committee, People's Council, Provincial People's Committee, and Provincial Vietnam Fatherland Front Committee has about 10 to 15 people deployed at Minh Hai Guest House.

For comrades in the Standing Committee but not permanent, Provincial Party Committee members, Department Directors and equivalent are expected to have about 30 - 35 people arranged to stay at Ca Mau Guest House partly, partly at the Office House on Ngo Gia Tu Street or Ward 9 Social Housing Area with a standard of 1 room/person.

For the Deputy Director of the Department and equivalent, department-level leaders and equivalent, it is expected to arrange for the entire accommodation needs of about 160-200 people to be arranged at 2 locations.

The first location is at the Ca Mau Political School dormitory with a standard of 1 room/person for the Deputy Director of the Department and equivalent and a standard of 2 - 3 people/room for department-level leaders and equivalent. The total capacity to deploy a maximum of about 150 people.

The second location is at the old Department of Fisheries headquarters with a standard of 1-2 people/room, with the maximum capacity to accommodate about 50 people.

For cadres who do not hold leadership positions, the expected housing support needs are about 300 - 450 people; the number of people allocated public housing in the 2025-2026 period is about 250 people, the rest will be partially supported with the cost to find their own accommodation according to their wishes.

The location is at the Nguyen Viet Khai School collective housing area (old) after renovation and repair to a house with a standard of 3 people/room; the maximum number of people after renovation is about 250 people. Then continue to invest in new construction to meet remaining needs. In case the leaders at the department level and equivalent wish to stay in this area, arrange 2 people/room; leaders at the Department level and equivalent or higher will arrange 1 person/room.

Regarding vehicles serving travel needs, the Steering Committee proposed 3 options: Renting shared vehicles to pick up and drop off from the Bac Lieu Provincial Administrative Center to work at the new administrative unit after the arrangement with a pick-up and drop-off frequency of 1 trip/week; Arrange vehicles under the Public Finance Service Center to pick up and drop off officers, civil servants, and public employees with a position allowance coefficient of 0.7 or higher, people with an allowance coefficient lower than 0.7 to rent vehicles for pick-up and drop-off; Support funding for self-travel to work at the new administrative unit with a support level equivalent to the price of 2 bus tickets/week for 1 trip and 1 return.
