Sugar "crushed like soybeans"
In early 2001, the Hanoi People's Committee assigned Hanoi Housing and Urban Development Trading Joint Stock Company (HANHUD) as the investor of the North and Northwest technical infrastructure construction project of the new urban area of Bac Dai Kim, Thanh Tri district (old).
The project has an area of 11 hectares but due to site clearance (GPMB), it is still "stuck in place" and the last 600m of Nguyen Canh Di Street has become a "suffer road" of Dinh Cong Ward for more than 10 years.
According to Lao Dong Newspaper reporters, the 600m stretch of Nguyen Canh Di Street is in a state of serious degradation, the road surface is bumpy, posing a high risk of traffic accidents.


Only about 600m long, the road surface is full of "elephant holes" and "potholes", causing traffic participants to continuously swerve, motorbikes are forced to run close to the edge of the road to avoid slipping or falling into deep holes.
Due to the lack of a drainage system, after each rain, the road has dozens of large and small puddles of water. The water covers the "potholes" making travel even more dangerous, especially at night or during rush hour.
"I have lived here for more than 6 years, passing through this road every day. Just be careless when it rains or in the evening and you can slip or fall at any time" - Ms. Bui Minh Ngoc, a resident of Dinh Cong ward shared.
According to Ms. Ngoc, many accidents have occurred on this road section. The prolonged deterioration of Nguyen Canh Di Street not only makes people suffer every day, but also clearly reflects the delay in the maintenance and repair of urban infrastructure in the capital.
What do the government and investors say?
On July 7, 2025, the Office of the Hanoi People's Committee issued Document No. 10357/VP-DT conveying the opinion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan allowing HANHUD to study and locally adjust the detailed planning at a scale of 1/500 of the project, and at the same time request the investor to coordinate with the People's Committee of Dinh Cong Ward to urgently complete procedures to implement infrastructure construction, especially the extended Nguyen Canh Di Street.
Chairman of Dinh Cong Ward People's Committee Nguyen Tuan Anh said that the ward has completed the site clearance and handed over to HANHUD from the center of the route to the Lu River bank with an area of 8,234m2, serving the construction of the road to the new urban area of Dai Kim - Dinh Cong.
The section from Dinh Cong Bridge to the land boundary between Dai Doan Ket Newspaper and Thanh Binh Hanoi Joint Stock Company (2188.3m long) has paid compensation to 14 households. However, there are still 16 households with plans but have not received the money and handed over the site, and 4 households have not yet made plans.

Recently, the People's Committee of Dinh Cong Ward has confirmed the current land use status map to serve the adjustment of the detailed planning at a scale of 1/500. At the same time, the Compensation, Support and Resettlement Council has been established to speed up the overall project and the extended Nguyen Canh Di route.
Currently, the local government continues to coordinate with the investor to complete the site clearance work, hand over construction land according to the plan, contributing to promoting the development of urban infrastructure in the area.
Regarding the implementation of the extended Nguyen Canh Di road, a representative of HANHUD said that the Company is proposing to extend the project implementation period by 12 months so that relevant authorities and investors have a basis to implement the investment in the construction of the extended Nguyen Canh Di road to Dinh Cong road in accordance with the commitment to the city.

To ensure progress, HANHUD would like to separate the Nguyen Canh Di extended road project into a priority component project for investment in the overall technical infrastructure project for the remainder of the project to meet the urgent needs of local people.
"After receiving the site handover, the unit will work for 6 months to complete the extended Nguyen Canh Di road section" - said a representative of HANHUD.
