Hanoi - The Ring Road 2.5 project from Dam Hong to National Highway 1A is about to resume construction after many years of "shelving" due to problems.

The project to build the Ring Road 2.5, Dam Hong - National Highway 1A section (Hoang Mai district, Hanoi) is invested in the form of a BT (build - transfer) contract with a length of 2.06km, with a total investment of more than 1,300 billion VND.

The project started in 2014 and was expected to be completed in 2017 but was behind schedule.

In 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is that the contract implementation period has not been extended, and the adjusted feasibility study report has not been approved.

According to Lao Dong, after more than 10 years since the groundbreaking date, the project is still in disarray and unfinished. Many sections of the road have become garbage dumps, construction material storage areas, and dusty, causing great frustration for people.

According to the investor's report, up to now, package No. 1 (section 1, Km0+00 to Km1+381.7) has been organized with a volume of about 1,270m/1,381.7m. Since 2020, this package has been suspended due to the extension of the BT contract.

For package No. 2 (construction of L3 bridge across Lu river, route Km1+394) has organized the construction of 20 bored piles, the entire bridge piers and cast the entire girders. The bridge abutment and remaining items of the bridge cannot be constructed due to lack of land and the BT contract has not been extended.

As for package No. 3 (section 3, Km1+405.85 - Km1+600), although the site has been handed over, construction cannot be carried out because the site is still encroached by some households, the adjusted construction drawing design has not been approved, the BT contract has not been extended.

On 9.5.2025, under the authorization of the Chairman of the Hanoi People's Committee, Director of the Management Board of the Investment Project Construction of Hanoi Transport Project Ngo Ngoc Van signed the Appendix of BT 02.2025 Investment Project on construction of Ring Road 2.5 (section from Dam Hong to National Highway 1A) with investors of Hanoi Housing and Urban Development Joint Stock Company - Hoang Ha Construction Company Limited, Hoang Ha Construction Company Limited - Hanoi, extension of BT project contract until the end of the first quarter of 2026 due to the main problems in the site clearance.

The Chairman of the Hanoi People's Committee has chaired meetings with relevant departments and branches twice to resolve the problems of this project.

The Hanoi People's Committee has directed the restart of the project on May 27, to complete it in sync with the progress of opening the Kim Dong - Giai Phong underpass.
