At the Binh Dinh Provincial Public Administration Service Center - which is accepting the documents of Quy Nhon Ward and Quy Nhon Nam Ward, the trial run of procedures such as "Supporting copies of civil status extracts" and "Receiving meritorious people to nursing facilities managed by the province" took place smoothly.
"I came to submit the land division application, it only took me 5 minutes from the time of registration to completing the procedures. Today is just a trial operation, but everything happened very quickly, saving time for people to work differently. I am very satisfied", Mr. Nguyen Quoc Anh (Quy Nhon ward) shared.

Ms. Nguyen Thi Bich Hoa - Vice Chairman of the People's Council of Quy Nhon City (the person expected to be assigned to hold the position of Chairman of the People's Committee of Quy Nhon Nam Ward) - said that the team of key officials has reviewed and assigned specific tasks, especially positions in charge of civil status, certification, construction land and land... to ensure the handling of administrative procedures is quick and accurate for the people.
"We determined that this is a revolution in the administrative apparatus, so we have to spend a lot of time working, even at noon or in the evening, to promptly update new documents, apply them in practice, and resolve them for the people as quickly as possible," said Ms. Hoa.

Directly monitoring and supervising the trial operation, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan highly appreciated the initial results: "The trial operation of the 2-level government model in the new 58 communes and wards has been smooth, an important stepping stone to assess the capacity to receive, digitize, process and return administrative procedure results of commune-level cadres and civil servants".
According to Mr. Tuan, the province has reported to the Government Office to synchronize with the National Public Service Portal. On June 25, Binh Dinh will work with Gia Lai to deploy digital government in 135 communes and wards of the new province.
The new apparatus " has no place" for weak cadres
The Chairman of Binh Dinh Provincial People's Committee emphasized that the implementation of digital government is part of the roadmap for implementing Resolution 57 on science - technology development, innovation and national digital transformation, with Provincial Party Secretary Ho Quoc Dung as Head of the Steering Committee.
"The province focuses on building a digital government to move towards a public, transparent, and rapid administration, reducing direct contact, thereby limiting petty corruption and the situation of "request - give" in handling administrative records," said Mr. Pham Anh Tuan.

The province has organized online training for the staff. In the near future, specialized training will be deployed in field groups. From now until June 30, all Secretaries, Chairmen of communes, wards and key officials will be trained in decentralization, delegation of authority and skills to operate the digital government system.
Mr. Tuan emphasized that training is not only theoretical but must be put into practice, "hand in hand with direction", especially selecting cadres with outstanding qualities for in-depth training, taking on the role of operator when the new model is officially operational.

According to Tuan, the work results of cadres will be evaluated by the annual work efficiency index (KPI). "Whoever cannot do it will replace it. This is a real revolution in the organization of the apparatus and the people. When the work has been rearranged, it is necessary to ensure the quality of service for people and businesses without interruption, without having to wait," Mr. Tuan affirmed.
Binh Dinh provincial leaders hope that when the digitalization of personal data, integration of digital signatures and electronic identification accounts is completed, people will gradually get more familiar with and proactive in interacting with the government through digital platforms. This is also the goal in the process of building a modern, efficient and serving the people.
